Village of Kohler Special Village Board Meeting - Budget Workshop October 23, 2023 Village President Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken: Tom Schnettler, John Winter, Mike Zimmermann, John Ewert, Jason Kwacz, Michael Wandschneider and Brett Edgerle were present. Staff members present: Shawn Splivalo, Mike Kitzerow, Erin Coppersmith, Gary Lindow, John Willadsen and Laurie Lindow. Items of Concern Regarding the Agenda, Including Public Comment – None Business 1. Budget Workshop – 2024 General Fund, Capital Outlay and Special Fund Budgets – 2023 projected revenues are $395,369 over budget and projected expenses are $76,640 over budget leaving a budget surplus of $318,729. Included in the surplus is ARPA funding of $107,756 which was carried over from 2022 and will need to be expended by 12/31/2024. Net surplus is $210,973 and of that amount $36,046 is budgeted as Surplus Applied-GF to balance the budget. The maximum levy limit of $3,379,920 is an increase of $520,533 or 18.2% and is primarily due to the increase in 2024 principal and interest payments of $508,132. The adjustment for net new construction increased the maximum levy limit by $12,401. Utilizing the maximum levy limit funding yields a Village tax rate of $6.15, up from $5.17 last year. The total assessed tax rate would be estimated at $16.87 an increase of $1.75 from last year’s rate. The total assessed value of the Village decreased slightly from $553,107,100 to $550,018,800 or by $3,088,300 (.558%) Fund balance policies recommend balances of up to 25% of budget, budget surplus could be used to lower the proposed tax rate. Additional state payments for shared revenue and transportation aid added $105,763 to 2024 Revenues. Health insurance premiums have not been received for 2024 but are expected by the end of the month. Jason Kwacz asked if the library could be open on Saturdays, other libraries that are open on Saturdays are open seasonally from 9-12. The library is currently open on Sunday from 1-4 and has heavy usage as no other libraries are open. Erin will look into this. 2024 proposed capital of $3,181,274 would be funded by surplus applied from prior year of $2,686,992, Sheboygan County sales tax of $98,705 and borrowing of $395,577. Larger projects proposed for 2024 include replacement of water tower buildings, salt shed and three police squad cars. The salt shed at Fenwood needs to be replaced but there are restrictions in place for changes at Fenwood. A DPW Maintenance building is in the budget for $3 M in 2026 but we should also look at refurbishing the existing DPW garage as an option. We need to develop a comprehensive DPW building plan with guidance from Kohler Co. Room tax revenue for tourism promotion & development is budgeted at $1,200,000 for 2024. The Village portion of room tax revenue is limited to $438,955 for 2024 and future years. A public hearing will be held on Monday, November 13 at 6:30.
