Village of Kohler Village Board Meeting November 13, 2023 Village President Thomas Schnettler called the meeting to order at 6:30 p.m. Roll call was taken: Tom Schnettler, John Winter, Mike Zimmermann, John Ewert, Jason Kwacz, Michael Wandschneider and Brett Edgerle were present. Staff members present: Shawn Splivalo, Mike Kitzerow, Gary Lindow, Erin Coppersmith, John Willadsen and Laurie Lindow. Items of Concern Regarding the Agenda, Including Public Comment – Brett Kohler addressed the board regarding his desire to have a stop sign at Woodland Road and Woodlake Road near The Clearings. More children are crossing Woodland Road, cars are moving fast and there is a blindspot at his property on Woodland Road. Tom Schnettler asked Brett to submit an email or letter detailing his request to go to the Finance Committee. Approve Meeting Minutes from October 23, 2023 – Motion by Michael Wandschneider, second by John Ewert to approve meeting minutes from October 23, 2023. Motion carried. Business 1. The Plan Commission recommends the Village Board take action on the following: a. Building permit for Kohler Co. 150th Anniversary Monument - The 150th anniversary monument will be added to the existing 100th monument and will be located in front of the Main Office of Kohler Co. The new monument will be oriented differently to be parallel to the entrance door. Motion by Tom Schnettler, second by Michael Wandschneider to approve a building permit for Kohler Co. 150th anniversary monument. Brett Edgerle asked if there was a size restriction for signs. This is a permanent sign and may have a height restriction. Amended motion by Tom Schnettler, seconded by Michael Wandschneider to approve a building permit for Kohler Co. 150th anniversary monument pending Mike Kitzerow checking on height restrictions. Motion carried. b. Building permit to install wood privacy fence between residents on Briarwood Court and The Shops at Woodlake - The wood privacy fence will provide screening to the residents of Briarwood Court following taking down of ash trees in the area. A higher fence is allowed between commercial and residential zoning areas. – Motion by Tom Schnettler, second by Jason Kwacz to approve building permit to install wood privacy fence between residents on Briarwood Court and The Shops at Woodlake. Motion carried. 2. Update on Pool project and change order – Progress on the pool project is going well but a few items came to light that require change orders before proceeding. The following change orders are recommended: a. Change request No. 1027 for $13,158 to upgrade the insulation and support hangers/rods to stainless steel for the new horizontal roof drain piping b. Change request No. 1026 for $12,872 to add additional steel required to support the angled decking on the east and west sides of the roof c. Change request No. 1024 for $30,345 for north window replacement to include removal/replacement of the entire existing window unit (frame, glazing and perimeter caulking  Total contingency budgeted was $268,355, with $214,935 remaining unspent. Motion by Tom Schnettler, second by Jason Kwacz to approve the pool project change orders totaling $56,375. Motion carried. 3. The Village Board may go into closed session pursuant to Wisconsin State Statute 19.85 (1)(c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercise responsibility to discuss employee wages and benefits – Motion by Tom Schnettler, second by Michael Wandschneider to go into closed session. A roll call vote was taken: John Winter – aye, Mike Zimmermann – aye, John Ewert – aye, Jason Kwacz – aye, Michael Wandschneider – aye, Brett Edgerle – aye, Tom Schnettler – aye. Motion carried. The Village Board went into closed session at 6:45. 4. The Village Board may reconvene into open session and may take action on items considered in closed session – Motion by Brett Edgerle, second by Michael Wandschneider to reconvene into open session. Motion carried. The Village Board reconvened into open session at 7:07. Motion by Tom Schnettler, second by Michael Wandschneider to approve employee wages and benefits as presented. Motion carried. 5. Budget Update – 2024 General Fund, Capital Outlay and Special Fund Budgets – Laurie explained the projected tax rate change. The maximum allowable municipal levy limit is $3,379,920, an increase of $520,533 or 18.2%. The village tax rate would be $6.15, up from $5.17 or $0.98. This increase is primarily due to the increase in 2024 principal and interest payments of $508,132. Total estimated assessed tax rate would be $16.87, an increase of $1.75 or 18.2%. By utilizing projected surplus from 2023 of $210,973 lowers levy to $3,196,329, Village estimated assessed tax rate of $5.81 up from $5.17, $0.64 or 12.4%. The proposed 2024 General Fund capital budget is $3,181,274, funded by Sheboygan County Sales tax of $98,705, Surplus from prior year of $2,686,992 and borrowing of $395,577. Jason asked that two changes are reflected in the 2024 capital budget: removal of a small dump truck for $80,000 and reducing the Lost Woods Regrading/ball diamond project from $62,000 to $30,000. Employee wages and benefits as approved are reflected in the 2024 general fund budget. A public hearing and resolution adopting the 2024 will be considered at the Village Board meeting scheduled for Monday, November 20.
