Village of Kohler Village Board Meeting November 20, 2023 In the absence of Village President Thomas Schnettler, John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Winter, Mike Zimmermann, John Ewert, Jason Kwacz, Michael Wandschneider and Brett Edgerle were present. Tom Schnettler was absent. Attorney Michael Bauer was also in attendance. Staff members present: Shawn Splivalo, Gary Lindow and Laurie Lindow. Items of Concern Regarding the Agenda, Including Public Comment – None. Approve Meeting Minutes from October 16 and November 13, 2023 – Motion by Michael Wandschneider, second by Mike Zimmermann to approve meeting minutes from October 16 and November 13, 2023. Motion carried. Business 1. Public Hearing on Adoption of the 2024 General Fund, Capital Outlay and Special Fund Budgets – John Ewert opened the public hearing at 6:01 for any comments or questions from the public regarding the 2024 budgets. The public hearing will remain open until agenda item five is considered to adopt the 2024 budget by ordinance. 2. Approve Joint Powers Agreement County 911 Emergency System – Motion by John Ewert, second by John Winter to approve Joint Powers Agreement County 911 Emergency System. Motion carried. 3. The Finance Committee recommends the Village Board take action on the following: a. Purchase of speed trailer from Kustom Signals at a cost of $7,228.24 and accept donation of $5,988.24 from Kohler Police Athletic League – Motion by John Ewert, second by Brett Edgerle to approve purchase of speed trailer from Kustom signals at a cost of $7,228.24 and accept donation of $5,988.24 from Kohler Police Athletic League. Motion carried. b. Change of agent for Kohler Co. Alcohol Beverage License – Motion by Michael Wandschneider, second by Brett Edgerle to approve change of agent for Kohler Co. Alcohol Beverage License. Motion carried. c. October Revenue & Expense reports, bank reconciliation and journal entries – Motion by John Ewert, second by Michael Wandschneider to approve October Revenue & Expense reports, bank reconciliation and journal entries. Motion carried. 4. The Property Committee recommends the Village Board take action on the following: a. Accept $1,630.90 Kohler Police Athletic League donation to purchase a gas detector and nozzle for the Kohler Fire Department – Motion by Jason Kwacz, second by Mike Zimmermann to accept $1,630.90 Kohler Police Athletic League donation to purchase a gas detector and nozzle for the Kohler Fire Department. Motion carried. 5. Adoption of Ordinance No. 2023-10, 2024 Budget Adoption and Tax Levy Ordinance – John Ewert closed the public hearing at 6:04, there were no comments or questions from the public. Motion by John Ewert, second by Michael Wandschneider to approve Ordinance No. 2023-10, 2024 Budget Adoption and Tax Levy Ordinance. A roll call vote was taken: Mike Zimmermann – aye, John Ewert – aye, Jason Kwacz – aye, Michael Wandschneider – aye, Brett Edgerle – aye, John Winter – aye. Motion carried.
