Village of Kohler Village Board Meeting February 19, 2024 Village President Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken: Tom Schnettler, John Winter, Mike Zimmermann, Jason Kwacz, Michael Wandschneider and Brett Edgerle were present. John Ewert was absent. Attorney Michael Bauer was also in attendance. Staff members present: Mike Kitzerow, Chad Gross and Laurie Lindow. Items of Concern Regarding the Agenda, Including Public Comment – Tom Schnettler explained that the ordinance was considered at the Finance Committee meeting last Monday and since then the ending time was amended by the school from 4:30 to 3:15. A revised copy of the ordinance was provided to the Village Board tonight. Jenny Roatch thanked the board for changing the time in the ordinance. She also read a letter from Carolyn Reabe that she was asked to forward to the board. Carolyn’s letter said that her daughter was nearly hit by a car crossing Greenfield Drive and doesn’t want kids ticketed for where they park due to bad behavior of some adults. Carolyn asked that school leadership take control of the situation and asked the Village Board to vote against passing the ordinance. Approve Meeting Minutes from January 15, 2024 – Motion by Mike Wandschneider, second by Mike Zimmermann to approve meeting minutes from January 15, 2024. Motion carried. Business 1. The Finance Committee recommends the Village Board take action on the following: a. Ordinance No. 2024-2, An Ordinance Amending Section 10.72.040 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Parking on School Property – Motion by Michael Wandschneider, second by Brett Edgerle to approve Ordinance No. 2024-2, An Ordinance Amending Section 10.72.040 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Parking on School Property as amended changing the ending time to 3:15. Chief Splivalo is attending Command College, but Lt. Chad Gross is available for any questions. A request was received from Cory Bouck, representing the Kohler School District Board, to implement the change to this ordinance. The school’s intention is to correct bad behavior and has asked for the Village’s help to enforce school rules. John Winter asked why the Village is involved as this is a school issue on school property. Tom Schnettler felt the same way until discussing the issue with Chief Splivalo. The School District funds half of the wages of the Community Resource Officer stationed at school and the school has asked for the Village’s help in enforcement of this parking issue. A roll call vote was taken: John Winter – nay, Mike Zimmermann – nay, Jason Kwacz – aye, Michael Wandschneider – aye, Brett Edgerle – aye, Tom Schnettler – aye. Motion carried. b. January 2024 Revenue & Expense Reports, bank reconciliation and journal entries – Motion by Mike Wandschneider, second by Brett Edgerle to approve January Revenue & Expense reports, bank reconciliation and journal entries. Motion carried. c. Hiring school crossing guard – Lana Lensink has retired and a replacement school crossing guard has been found for Highland Drive and Lower Falls Road. Motion by Mike Wandschneider, second by Tom Schnettler to approve hiring replacement school crossing guard. Motion carried. 2. The Property Committee recommends the Village Board take action on the following: a. Purchase of two water fountains from Most Dependable Fountains, Inc. in an amount not to exceed $7,795 – Motion by Jason Kwacz, second by John Winter to approve the purchase of two water fountains from Most Dependable Fountains, Inc. in an amount not to exceed $7,795. Motion carried, but not unanimously. b. Purchase of swings from MWP Recreation for an amount not to exceed $7,840.38 – These swings are for the Lower Lost Woods Park and the DPW will install them. Motion by Jason Kwacz, second by Tom Schnettler to approve purchase of swings from MWP Recreation for an amount not to exceed $7,840.38. Motion carried. c. Approve quote from Specht Electric for Fenwood PLC upgrades for an amount not to exceed $22,985 – The existing PLC’s are eighteen years old and this purchase was included in the 2024 Sewer Budget. Motion by Jason Kwacz, second by Mike Zimmermann to approve quote from Specht Electric for Fenwood PLC upgrades for an amount not to exceed $22,985. Motion carried. 3. Discuss and take action on waiver application – Restricted Number of Dogs for Jim and Amy Neist, 646 Pinetree Road – Motion by Tom Schnettler, second by Michael Wandschneider to approve waiver restricting the number of dogs for Jim and Amy Neist, 646 Pinetree Road. Motion carried. 4. Pool Project Update and take action on change order – The project is moving along on schedule and is nearing completion. In the past the pool walls and pool floor were re- grouted at a cost of $15,000 to $20,000 as needed. The new tile at the top of the wall is being grouted but not the floor and lower wall sections. The labor and materials to re- grout all remaining existing tile on the pool walls and pool floor costs $48,134. The shades and water feature were not in the original project scope, the shades have been approved and Mike is working on a proposal for a water feature. These items will come out of contingency which stands at $99,819 including the additional grout work and shades. Motion by Tom Schnettler, second by Jason Kwacz to approve the change order for $48,134 to re-grout all remaining existing tile on the pool walls and pool floor. Motion carried.
