Village Board Meeting
June 17, 2024
Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was
taken: Tom Schnettler, Mike Zimmermann, John Ewert, Michael Wandschneider, Kelly
Kasten and Tracy Lyons. Brett Edgerle was absent. Attorney Mike Bauer was present.
Staff members present: Shawn Splivalo, Mike Kitzerow and Laurie Lindow.
Items of Concern Regarding the Agenda, Including Public Comment – Mike
Zimmermann commented that the DPW did a great job of getting the cemetery ready for
Memorial Day event even though it ended up being held in the theater. Mike also asked
for a status report of deer abatement, deer are eating flowers in his area. Chief Splivalo
that it was not very successful last winter and we are working on it now for next winter.
Approve Meeting Minutes from May 20, 2024 – Motion by Mike Wandschneider, second
by Mike Zimmermann to approve the meeting minutes from May 20, 2024. Motion
carried.
Business
1. Recognition of John Winter and Jason Kwacz for serving on the Village Board –
Tom Schnettler and the Village Board recognized John Winter and Jason Kwacz
for serving the Village diligently and even through COVID. John Winter and
Jason Kwacz received plaques and many thanks for their years of service.
2. Resolution No. 2024-4, Commendation to Police Chief Shawn Splivalo – Tom
Schnettler and the Village Board recognized Police Chief Shawn Splivalo for his
attendance at the Wisconsin Law Enforcement Command College and
successfully earning the Certified Public Manager Certificate. Motion by Tom
Schnettler, second by Michael Wandschneider to approve Resolution No. 2024-4,
Commendation to Police Chief Shawn Splivalo. Motion carried.
3. Review and approve 2023 Village of Kohler financial statements – Motion by Tom
Schnettler, second by Michael Wandschneider to approve 2023 Village of Kohler
financial statements. Motion carried.
4. Resolution No. 2024-3, Compliance Maintenance Annual Report – Motion by
Tom Schnettler, second by Michael Wandschneider to approve Resolution No.
2024-3, Compliance Maintenance Annual Report. A roll call vote was taken: Mike
Zimmermann – aye, John Ewert – aye, Michael Wandschneider – aye, Kelly
Kasten – aye, Tracy Lyons – aye, Tom Schnettler – aye. Motion carried.
5. The Finance Committee recommends the Village Board take action on the
following:
a. Hiring for Youth Center – Motion by John Ewert, second by Michael
Wandschneider to approve hiring for the Youth Center as presented.
Motion carried.
b. Cigarette Licenses – Motion by John Ewert, second by Michael
Wandschneider to approve Cigarette Licenses for the following:
Gas-N-Go Corp Thomas Schumacher
Motion carried.
c. Beer & Liquor Licenses – Motion by John Ewert, second by Michael
Wandschneider to approve Beer & Liquor Licenses for the following
businesses:
Gas-N-Go Corp – Class A Target Corporation - Class A
Motion carried.
d. Ordinance No. 2024-5, An Ordinance Amending Sections 15.08.010 and
15.08.100 of the Municipal Code of the Village of Kohler, Sheboygan
County, Wisconsin, Regarding Rules and Regulations of Village Parks –
Motion by John Ewert, second by Michael Wandschneider to approve
Ordinance No. 2024-5. A roll call vote was taken: John Ewert – aye,
Michael Wandschneider – aye, Kelly Kasten – aye, Tracy Lyons – aye,
Tom Schnettler – aye, Mike Zimmermann – aye. Motion carried.
e. Ordinance No. 2024-6, An Ordinance Repealing and Recreating Section
8.64.050 of the Municipal Code of the Village of Kohler, Sheboygan
County, Wisconsin, Regarding Firework Permit Fees – Motion by John
Ewert, second by Michael Wandschneider to approve Ordinance No.
2024-6. A roll call vote was taken: Michael Wandschneider – aye, John
Ewert – aye, Kelly Kasten – aye, Tracy Lyons – aye, Tom Schnettler – aye,
Mike Zimmermann – aye. Motion carried.
f. May Revenue & Expense reports, bank reconciliation and journal entries –
Motion by John Ewert, second by Michael Wandschneider to approve the
May Revenue & Expense reports, bank reconciliation and journal entries.
Motion carried.
6. The Village Board may go into closed session pursuant to Wisconsin State
Statute 19.85 (1) (e) for the purposes of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining reasons requires a
closed session – Negotiation of property transfer – Motion by Tom Schnettler,
second by Michael Wandschneider to convene into closed session. A roll call
vote was taken: Kelly Kasten – aye, Tracy Lyons – aye, Tom Schnettler – aye,
Mike Zimmermann – aye, Michael Wandschneider – aye, John Ewert – aye.
Motion carried. The Village Board convened into closed session at 6:12. Motion
carried.
7. The Village Board may reconvene into open session and may take action on
items considered in closed session – Motion by Mike Zimmermann, second by
Michael Wandschneider to reconvene into open session. The Village Board
reconvened into open session at 6:28. Tom Schnettler announced that no action
was taken after discussion from closed session.

Motion by Mike Zimmermann, second by Michael Wandschneider to adjourn the
meeting at 6:29 p.m. Motion carried.
