Village of Kohler Village Board Meeting May 20, 2024 Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken: Tom Schnettler, Mike Zimmermann, Michael Wandschneider, Kelly Kasten and Tracy Lyons. John Ewert and Brett Edgerle were excused for training at the Fire Dept. Attorney Mike Bauer was present. Staff members present: Shawn Splivalo, Mike Kitzerow and Laurie Lindow. Items of Concern Regarding the Agenda, Including Public Comment – none. Approve Meeting Minutes from April 15 and April 22, 2024 – Motion by Mike Zimmermann, second by Michael Wandschneider to approve the meeting minutes from April 15 and April 22, 2024. Motion carried. Business 1. Review and approve 2023 Village of Kohler financial statements following presentation by Wendi Unger of Baker Tilly – Wendi Unger presented a high-level summary of the 2023 Village of Kohler financial statements including the General, Tourism, Debt Service and Capital Project Funds. An unmodified audit opinion has been issued on the 2023 financial statements, the highest level of assurance that the financial data is fairly presented. Motion by Mike Zimmermann, second by Michael Wandschneider to table approval of the 2023 Financial Statements until next month after the Village Board reviews the statements. Motion carried. 2. The Finance Committee recommends the Village Board take action on the following: a. Hiring of lifeguards – Motion by Michael Wandschneider, second by Kelly Kasten to approve hiring of lifeguards as presented. Motion carried. b. Cigarette Licenses – Motion by Michael Wandschneider, second by Kelly Kasten to approve Cigarette Licenses for the following businesses: The American Club Inn On Woodlake Blackwolf Run Riverbend Woodlake Market Emily’s LLC Motion carried. c. Beer & Liquor Licenses – Motion by Michael Wandschneider, second by Kelly Kasten to approve Beer & Liquor Licenses for the following businesses: Blazing Wings – Class B Buechel Stone Corp. – Class A Brinker Restaurant- Class B Emily’s LLC – Class B Kohler Co. – Class A and B Motion carried. d. Temporary Class B beer licenses for the Kohler Fire Department for July 4 and July 20 – Motion by Michael Wandschneider, second by Kelly Kasten to approve temporary Class B beer licenses for the Kohler Fire Department for July 4 and July 20. Motion carried. e. Ordinance No. 2024-5, An Ordinance Amending Sections 15.08.010 and 15.08.100 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Rules and Regulations of Village Parks – Motion by Michael Wandschneider, second by Kelly Kasten to approve Ordinance No. 2024-5. Chief Splivalo initiated this change to the ordinance before potential problems started. He suggested adding a ninety-day trespass after 10:00 p.m. Kelly thought 10:00 p.m. is too early for restriction to the parks. Motion rescinded by Michael Wandschneider, second by Kelly Kasten. Motion by Michael Wandschneider, second by Kelly Kasten to table the ordinance and send back to Finance for revisions. Motion carried. f. April Revenue & Expense reports, bank reconciliation and journal entries – Motion by Michael Wandschneider, second by Kelly Kasten to approve the April Revenue & Expense reports, bank reconciliation and journal entries. Motion carried. 3. The Property Committee recommends the Village Board take action on the following: a. Hiring Rhonda Kohler as Klub 55 Coordinator – Motion by Mike Zimmermann, second by Tracy Lyons to approve hiring Rhonda Kohler as Klub 55 Coordinator. Motion carried. 4. Woodland Road Planning Discussion – Property and Finance Committee discussed Woodland Road concerns at their last meetings and made some recommendations but Mike Kitzerow is doing some homework regarding the road surface. Tom Schnettler would like the committees to discuss and formulate a long range plan addressing all issues not piecemeal changes. The issue will be sent back for further discussion to both committees. Chief Splivalo was asked to request a traffic count and speed study on Woodland Road. Some of the issues to be addressed include: • Adding stop signs • Reduced speeds-past studies have shown 35 mph is the correct limit • Future development effects • Curbing, lights, sidewalks or paths desired or keep a rural setting • Narrow Roadway • Garbage collection • Safety exiting driveways • Post Office mail delivery • Heavy equipment utilizing roadway • School bus service 5. The Tourism Promotion & Development Committee recommends the Village Board take action on the following: a. 2024 Kohler Holiday Arts & Craft Fair - $6,500 b. 2024 Kohler Classic 5K/1 Mile Run/Walk - $4,130.23 c. Destination Kohler 2024 Media Plan - $1,500,000 Total proposed Tourism projects - $1,510,630.23. Motion by Tom Schnettler, second by Michael Wandschneider to approve Tourism projects for $1,510,630.23. Motion carried. 6. Pool Project Update – Mike Kitzerow informed the Village Board that the pool project is wrapping up, there is water in the pool and the construction trailer will be taken away this week. Final inspection has been completed, shades will be installed this week and clean up of the locker rooms and other areas will be done. A pool ribbon cutting ceremony will be held on June 10 at 6:00. 7. The Village Board may go into closed session pursuant to Wisconsin State Statute 19.85 (1) (e) for the purposes of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons requires a closed session – Negotiation of property transfer – Motion by Tom Schnettler, second by Mike Zimmermann to convene into closed session. A roll call vote was taken: Mike Zimmermann - aye, Michael Wandschneider - aye, Kelly Kasten – aye, Tracy Lyons – aye, Tom Schnettler – aye. The Village Board convened into closed session at 7:20. Motion carried. 8. The Village Board may reconvene into open session and may take action on items considered in closed session – Motion by Michael Wandschneider, second by Mike Zimmermann to reconvene into open session. The Village Board reconvened into open session at 8:07. Motion by Michael Wandschneider, second by Tracy Lyons to authorize Tom Schnettler, Attorney Mike Bauer and Mike Kitzerow to act as Village representatives for the purposes of negotiating agreements with Kohler Co. Motion carried.
