Village Board Meeting
August 19, 2024
Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken:
Tom Schnettler, Mike Zimmermann, John Ewert, Michael Wandschneider, Kelly Kasten and
Tracy Lyons were present. Brett Edgerle was absent. Attorney Mike Bauer was also in
attendance. Staff members present: Shawn Splivalo, Mike Kitzerow, Gary Lindow and Laurie
Lindow.
Items of Concern Regarding the Agenda, Including Public Comment – None.
Approve Meeting Minutes from July 15 and August 8, 2024 – Motion by Michael
Wandschneider, second by Mike Zimmermann to approve the meeting minutes from July 15
and August 8, 2024. Motion carried.
Business
1. The Finance Committee recommends the Village Board take action on the following:
a. Temporary Class B beer license for Kohler Police Athletic League for September
14. Motion by John Ewert, second by Michael Wandschneider to approve
temporary Class B beer license for Kohler Police Athletic League for September
14. Motion carried.
b. Agreement for Transit Service Between the City of Sheboygan and the Village of
Kohler – Motion by John Ewert, second by Michael Wandschneider to approve
agreement for Transit Service Between the City of Sheboygan and the Village of
Kohler. Motion carried.
c. Ordinance No. 2024-9, An Ordinance Repealing and Recreating Section
1.16.030 of the Municipal Code of the Village of Kohler, Sheboygan County,
Wisconsin, Regarding Citations for Kohler Municipal Code Violations – This
ordinance updates the code to give village officials authority to issue citations
through the municipal court system. Motion by John Ewert, second by Michael
Wandschneider to approve Ordinance No. 2024-9, An Ordinance Repealing and
Recreating Section 1.16.030 of the Municipal Code of the Village of Kohler,
Sheboygan County, Wisconsin, Regarding Citations for Kohler Municipal Code
Violations. A roll call vote was taken: Mike Zimmermann – aye, John Ewert –
aye, Michael Wandschneider – aye, Kelly Kasten – aye, Tracy Lyons – aye, Tom
Schnettler – aye. Motion carried.
d. July Revenue & Expense reports, bank reconciliation and journal entries –
Motion by John Ewert, second by Michael Wandschneider to approve the July
Revenue & Expense reports, bank reconciliation and journal entries. Motion
carried.
e. Tentative agreement with Kohler Police Association, Local 316 contract – Motion
by John Ewert, second by Michael Wandschneider to approve the tentative
agreement with Kohler Police Association, Local 316 contract. Motion carried.
2. Resolution No. 2024-5, Authorizing Resolution for Urban Forestry Grant and Urban
Forestry Catastrophic Storm Grant Programs – Motion by Tom Schnettler, second by
Michael Wandschneider to approve Resolution No. 2024-5, Authorizing Resolution for
Urban Forestry Grant and Urban Forestry Catastrophic Storm Grant Programs. A roll
call vote was taken: John Ewert – aye, Michael Wandschneider – aye, Kelly Kasten –
aye, Tracy Lyons – aye, Tom Schnettler – aye, Mike Zimmermann – aye. Motion
carried.
3. The Village Board may go into closed session pursuant to Wisconsin State Statute
19.85 (1) (e) for the purposes of deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons requires a closed session – Negotiation of
property transfer. Motion by Michael Wandschneider, second by John Ewert to go into
closed session. A roll call vote was taken: Michael Wandschneider – aye, Kelly Kasten
– aye, Tracy Lyons – aye, Tom Schnettler – aye, Mike Zimmermann – aye. The Village
Board went into closed session at 6:10.
4. The Village Board may reconvene into open session and may take action on items
considered in closed session. Motion by Tom Schnettler, second by Mike Zimmermann
to reconvene into open session. Motion carried. The Village Board reconvened into
open session at 6:16. Motion by Tom Schnettler, second by Mike Zimmermann to
approve proposal from Excel Engineering to do a building study for a DPW building for
$9,500. Motion carried.
