Village of Kohler Village Board September 16, 2024 Village President Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken: Tom Schnettler, Mike Zimmermann, John Ewert, Michael Wandschneider, Brett Edgerle, Kelly Kasten and Tracy Lyons were present. Village Attorney Mike Bauer was present. Staff members present: Mike Kitzerow, Shawn Splivalo, Chad Gross, John Willadsen and Cindi Gamb. Items of Concern Regarding the Agenda, Including Public Comment – none. Approve Meeting Minutes from August 19, 2024 - Motion by Mike Wandschneider, second by Mike Zimmermann to approve the meeting minutes from August 19, 2024. Motion carried. Business 1. Commendation to Jeanine Mullen, Village of Kohler Klub 55 Coordinator – Tom read the commendation for Jeanine. This will be given to her at a Klub 55 luncheon. 2. The Finance Committee recommends the Village Board taken action on the following: a. Temporary Class B beer license for Kohler Fire Department for Kohler Co. Run for Clarity on October 3 - Motion by John Ewert, second by Mike Wandschneider to approve a temporary Class B beer license for Kohler Fire Department for Kohler Co. Run for Clarity on October 3, 2024. Motion carried. b. Contract for maintenance assessment services from Associated Appraisal Consultants - Motion by John Ewert, second by Mike Wandschneider to approve the contract for maintenance assessment services from Associated Appraisal Consultants. Motion carried. c. Engagement letter between the Village of Kohler and Baker Tilly US, LLP for auditing services - Motion by John Ewert, second by Mike Wandschneider to approve the engagement letter between the Village of Kohler and Baker Tilly US, LLP for auditing services. Motion carried. d. August Revenue & Expense reports, bank reconciliation and journal entries - Motion by John Ewert, second by Mike Wandschneider to approve the August Revenue & Expense reports, bank reconciliation and journal entries. Motion carried. 3. The Plan Commission recommends the Village Board take action on the following: a. Building permit for Inn on Woodlake expansion project – Representatives from Kohler Co. were present. Mike Kitzerow explained that the storm water will be a separate project. All items in this project phase meet Village requirements. The Village has received two concerns from residents regarding sound from the hotel and trees being removed. Kohler Co. is working on a sound mitigation plan. A development agreement is being drafted, which will be reviewed by the board, and will address operational issues. Motion by Tom Schnettler, second by Mike Wandschneider to approve the building permit for Inn on Woodlake expansion project with the condition that a development agreement between the Kohler Co. and the Village of Kohler is approved. Motion carried. 4. 2025 Draft General Fund Operating Budget – • $27,181 deficit. • 3% salary increase included. • 10% health insurance increase, this is not the final number. • Personal property tax was eliminated, the state is reimbursing the village $244,025.
