Village Board
October 21, 2024
Village President Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was
taken: Tom Schnettler, Mike Zimmermann, John Ewert, Kelly Kasten and Tracy Lyons were
present. Michael Wandschneider and Brett Edgerle were absent. Village Attorney Mike Bauer
was present. Staff members present: Mike Kitzerow, Shawn Splivalo, John Willadsen, Erin
Coppersmith, Cindi Gamb and Laurie Lindow.
Items of Concern Regarding the Agenda, Including Public Comment – none.
Approve Meeting Minutes from September 16, 2024 - Motion by John Ewert, second by Mike
Zimmermann to approve the meeting minutes from September 16, 2024. Motion carried.
Cindi Gamb and Laurie Lindow were recognized for years of service to the Village of Kohler
with 30 years and 20 years respectively.
Business
1) The Finance Committee recommends the Village Board taken action on the following:
a) September Revenue & Expense reports, bank reconciliation and journal entries -
Motion by John Ewert, second by Mike Zimmermann to approve the September
Revenue & Expense reports, bank reconciliation and journal entries. Motion carried.
b) Accept retirement letter from Todd Reinemann – Officer Todd Reinemann submitted a
letter indicating his desire to retire from the Kohler Police Department effective January
3, 2025 after 26.5 years of service. Motion by Tom Schnettler, second by John Ewert
to accept the letter from Officer Todd Reinemann and approve by unanimous ballot.
Motion carried.
2) Approve Joint Powers Agreement – County 911 Emergency System – This is an annual
shared services agreement with Sheboygan County. Motion by Tom Schnettler, second by
John Ewert to approve Joint Powers Agreement – County 911 Emergency System.
Motion carried
3) 2025 Draft General Fund Operating Budget – Changes made to the 2025 General Fund
Budget from the last meeting include the following:
a) State Transportation Aid increased by $43,307
b) Library Board finalized the Library Budget, changes were incorporated into the budget
c) Accounting and Assessment contracts were finalized and adjusted in the budget
d) Wage increases for general employees was adjusted from 3% to 3.3% increasing the
budget expenses by $1,852
e) Health insurance premium costs had been budgeted with a 10% increase, the actual
increase in 7.35%
The budget is balanced for 2025 with a projected surplus from 2024 of $75,208.
Other items noted in the General Fund budget include:
Reduction in the general fund levy of $388,688
Personal property is no longer taxable, state funding of $244,025 has replaced levy
eliminated by assessed value reduction
Sheboygan County Sales Tax Revenue of $93,902 is included in the General Fund
budget for Street Maintenance rather than capital outlay for Street Projects.
Interest Revenue will decrease in 2025 due to the drawdown of funds for the
Swimming Pool project
Laurie presented three different scenarios that could affect the proposed tax rate of $5.42
per thousand of assessed value. The Village Board also reviewed and discussed the
proposed Capital Outlay budget. Tom Schnettler reminded the board that the Capital
Outlay budget will be approved as presented at the budget hearing but specific projects
will be brought to each committee for review and recommendation. The Special Funds
budget will be adjusted from $1.2M of revenue to $1.4M based on Kohler Co. projections.
4) Approve Inn on Woodlake Development Agreement – This agreement is not complete,
tabled until the November Village Board meeting.
5) The Village Board may go into closed session pursuant to Wisconsin State Statute 19.85
(1) (e) for the purposes of deliberating or negotiating the purchasing of public properties,
the investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons requires a closed session – Negotiation of Property
Transfer – Motion by Tom Schnettler, second by Tracy Lyons to go into closed session. A
roll call vote was taken: Mike Zimmermann – aye, John Ewert – aye, Kelly Kasten – aye,
Tracy Lyons – aye, Tom Schnettler – aye. Motion carried. The Village Board went into
closed session at 6:55.
6) The Village Board may reconvene into open session and may take action on items
considered in closed session – No formal action was taken by the Village Board.
