December 16, 2024
Village President Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call
was taken: Tom Schnettler, Mike Zimmermann, John Ewert, Michael Wandschneider,
Brett Edgerle and Tracy Lyons were present. Kelly Kasten was absent. Village Attorney
Mike Bauer was present. Staff members present: Mike Kitzerow, Shawn Splivalo, Cindi
Gamb and Laurie Lindow.
Items of Concern Regarding the Agenda, Including Public Comment – None
Approve Meeting Minutes from November 18, 2024 - Motion by Michael
Wandschneider, second by Mike Zimmermann to approve the meeting minutes from
November 18, 2024. Motion carried.
Business
1) Proclamation for Donna Sander’s 100th Birthday – Donna Sanders celebrated her
100th birthday on December 5 and could not be in attendance tonight. A
Proclamation was read for the record to honor Donna in recognition of her 100th
birthday. A motion was made by Tom Schnettler, second by Brett Edgerle to approve
the proclamation for Donna Sander’s 100th Birthday. Motion carried.
2) Discuss and possibly take action on lowering the speed limit on Woodland Road to
25 mph from Greenfield Drive to County Trunk O – Attorney Bauer and Chief
Splivalo have additional information regarding lowering the speed limit on Woodland
Road. State Statute doesn’t support lowering the speed limit in a statutorily defined
outlying district where only one side of the road is developed. This provides for
consistency in a like environment from one community to another community. An
exemption from the statute would require an engineering study or crash data
supporting the need for reduction in speed. A speed study was done on Woodland
Road both to the north and south of Highway 23. Mike Zimmermann stated that
some community members who reside on Woodland Road couldn’t attend tonight
due to school concerts but asked him to speak to the issue. Shawn offered to share
the additional information with Mike Zimmermann for his review. Brett Edgerle
thought Woodland Road would qualify for an exemption due to the unique situation
of having an adjacent walkway. Brett asked how much an engineering study would
cost. Tracy Lyons asked about adding a stop sign on Woodland Road north of 23
but this is not feasible. The speed limit change on Greenfield to 25 mph may have
been permitted due to it being a connecting road and containing a school zone. Tom
Schnettler asked if a compromise could be reached where instead of changing the
speed limit, signs would be posted like Mueller Road advising drivers that the speed
limit is strictly enforced. Mike Kitzerow will get the cost for an engineering study.
3) The Finance Committee recommends the Village Board taken action on the
following:
a) November Revenue & Expense reports, bank reconciliation and journal entries -
Motion by John Ewert, second by Michael Wandschneider to approve the
November Revenue & Expense reports, bank reconciliation and journal entries.
Motion carried.
b) Resolution No. 2024-6, A Resolution Amending the 2024 General Fund, Water
and Sewer Utility and Capital Outlay Budgets – Motion by John Ewert, second by
Michael Wandschneider to approve Resolution No. 2024-6, A Resolution
Amending the 2024 General Fund, Water and Sewer Utility and Capital Outlay
Budgets. A roll call vote was taken: Mike Zimmermann – aye, John Ewert – aye,
Michael Wandschneider – aye, Brett Edgerle – aye, Tracy Lyons – aye, Tom
Schnettler – aye. Motion carried.
c) Resolution No. 2024-7, An Official Statement of Intent for Issuing Debt for 2025
Capital Outlay Purchases – Motion by John Ewert, second by Michael
Wandschneider to approve Resolution No. 2024-7, An Official Statement of Intent
for Issuing Debt for 2025 Capital Outlay Purchases. A roll call vote was taken:
John Ewert – aye, Michael Wandschneider – aye, Brett Edgerle – aye, Tracy
Lyons – aye, Tom Schnettler – aye, Mike Zimmermann – aye. Motion carried.
4) The Property Committee recommends the Village Board take action on the following:
a) Approve ordering truck from Ewald Automotive Group and equipment from
Monroe Truck Equipment, total cost $130,079 to be delivered in 2025 – Motion
by Mike Zimmermann, second by Michael Wandschneider to approve ordering
truck from Ewald Automotive Group for $130,079 with delivery in 2025. Motion
carried.
b) Purchase of trailer – The trailer used to move equipment broke down. Motion by
Mike Zimmermann, second by Michael Wandschneider to approve purchase of
trailer from Mersberger for $13,749 funded with savings realized from truck
above. Motion carried.
5) Update on the Kohler Pool Renovation Project – A punch list is being worked on to
complete the pool project. Outside water pyramids are not being utilized and
approval is being sought to replace with other water features. Funding of
approximately $38,268 remains. A metal ladder will be replaced with a plastic ladder
to avoid damage to the pool deck. New outside water features will cost less than
$25,000 and existing bases can be utilized. The vendor of the water pyramids will
assist in trying to sell the equipment. Motion by Michael Wandschneider, second by
Brett Edgerle to approve purchase of new outdoor water features in an amount not
to exceed $25,000. Motion carried, but not unanimously.
6) The Village Board may go into closed session pursuant to Wisconsin State Statute
19.85 (1) (c) to consider employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has
jurisdiction or exercise responsibility to discuss employee wages and benefits –
Motion by Tom Schnettler, second by Michael Wandschneider to go into closed
session. A roll call vote was taken: Michael Wandschneider – aye, Brett Edgerle –
aye, Tracy Lyons – aye, Tom Schnettler – aye, Mike Zimmermann – aye, John Ewert
– aye. Motion carried. The Village Board went into closed session at 6:30.
7) The Village Board may reconvene into open session and may take action on items
considered in closed session – Motion by John Ewert, second by Michael
Wandschneider to reconvene into open session at 6:40. Motion carried.
8) Appointment of Cindi Gamb to Clerk-Treasurer – Motion by Tom Schnettler, second
by Michael Wandschneider to appoint Cindi Gamb to Clerk-Treasurer as discussed.
Motion carried.
9) Approve advertising for open position in Clerk-Treasurer office – This position will be
advertised as Deputy Clerk-Treasurer per Village ordinances at $20-$25 per hour.
Motion by Tom Schnettler, second by Michael Wandschneider to approve advertising
for Deputy Clerk-Treasurer with Cindi conducting the interviews and making
recommendation to the Village Board. Motion carried.
