Village Board Meeting
January 20, 2025
Chairperson Thomas R. Schnettler called the meeting to order at 6:00 p.m. Roll call was
taken: Tom Schnettler, Mike Zimmermann, John Ewert, Michael Wandschneider, Brett
Edgerle, Kelly Kasten and Tracy Lyons were present. Village Attorney Mike Bauer was
present. Staff members present: Mike Kitzerow, Shawn Splivalo and Cindi Gamb.
Items of concern regarding the agenda, including public comment – none.
Approve Meeting Minutes from December 16, 2024 – Motion by Michael
Wandschneider, second by Mike Zimmermann to approve the meeting minutes from
December 16, 2024, as corrected. Motion carried.
Business
1. Stormwater TMDL Presentation - Chuck from Brown and Caldwell presented the
Village of Kohler TMDL Storm Water Quality Management Plan.
2. The Finance Committee recommends the Village Board take action on the
following:
1. December Revenue & Expense reports, bank reconciliation and journal
entries – Motion by John Ewert, second by Michael Wandschneider to
approve the December Revenue & Expense reports, bank reconciliation and
journal entries. Motion carried.
2. Ordinance No. 2025-1, An Ordinance Amending Section 11.18.010 of the
Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin,
Regarding Speed Restrictions – Motion by John Ewert, second by Michael
Wandschneider to approve Ordinance No. 2025-1, An Ordinance Amending
Section 11.18.010 of the Municipal Code of the Village of Kohler, Sheboygan
County, Wisconsin, Regarding Speed Restrictions. A roll call vote was taken:
Mike Zimmermann – aye, John Ewert – aye, Michael Wandschneider – aye,
Brett Edgerle – aye, Kelly Kasten – aye, Tracy Lyons – aye, Tom Schnettler –
aye. Motion carried.
3. The Property Committee recommends the Village Board take action on the
following:
1. Approve Repairs at Fenwood – Motion by Mike Zimmermann, second by
Tracy Lyons to approve quote from Sabel Mechanical LLC for $39,604.00 to
complete repairs at Fenwood. Motion carried.
2. Approve Purchase of Floor Scrubber – Motion by Mike Zimmermann, second
by Tracy Lyons to approve purchase of a floor scrubber from San-A-Care, Inc.
for $7,969.23. Motion carried.
3. Approve Replacement of Mission Control Units – Motion by Mike
Zimmermann, second by Tracy Lyons to approve Synergy Sales & Service
Inc. estimate to replace Mission Control Units, cost $18,655.00. Motion
carried.
4. Approve Replacement of Confined Space Safety Winch – Motion by Mike
Zimmermann, second by Tracy Lyons to approve purchase of confined space
safety winch from Verona Safety for $3,265.00. Motion carried.
5. Approve Purchase of Tracked Buggy – Motion by Mike Zimmermann, second
by Tracy Lyons to approve purchase of tracked buggy from Brugginks Inc.,
cost $18,600. Motion carried.
4. The Plan Commission recommends the Village Board take action on the
following:
1. Ordinance No. 2024-12, An Ordinance Repealing and Recreating Chapter
20.45 of the Municipal Code of the Village of Kohler, Sheboygan County,
Wisconsin, Regarding Post-Construction Stormwater Management – Motion
by Tom Schnettler, second by Michael Wandschneider to approve Ordinance
No. 2024-12, An Ordinance Repealing and Recreating Chapter 20.45 of the
Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin,
Regarding Post-Construction Stormwater Management. A roll call vote was
taken: John Ewert – aye, Michael Wandschneider – aye, Brett Edgerle – aye,
Kelly Kasten – aye, Tracy Lyons – aye, Mike Zimmermann – aye, Tom
Schnettler – aye. Motion carried.
5. Approve Resolution No. 2025-1, A Resolution Adopting an Updated Village of
Kohler Emergency Operations Plan and Authorizing the Village President and the
Village Emergency Management Director to Approve Expenditures Under a State
of Emergency – Motion by Tom Schnettler, second by Michael Wandschneider to
approve Resolution No. 2025-1, A Resolution Adopting an Updated Village of
Kohler Emergency Operations Plan and Authorizing the Village President and the
Village Emergency Management Director to Approve Expenditures Under a State
of Emergency. A roll call vote was taken: Michael Wandschneider – aye, Brett
Edgerle – aye, Kelly Kasten – aye, Tracy Lyons – aye, Mike Zimmermann – aye,
John Ewert – aye, Tom Schnettler – aye. Motion carried.
6. Approve Proclamations for Retiring Clerk-Treasurer and Retiring Police Officer –
President Schnettler read the proclamations for Clerk-Treasurer Laurie Lindow
and Police Officer Todd Reinemann. Motion by Tom Schnettler, second by
Michael Wandschneider to approve the proclamations for retiring Clerk-Treasurer
Laurie Lindow and retiring Police Officer Todd Reinemann. Motion carried.
7. Appoint Deputy Clerk-Treasurer – Motion by Tom Schnettler, second by Tracy
Lyons to appoint Valerie Wandschneider as Deputy Clerk/Treasurer. Motion
carried, Michael Wandschneider abstained from voting.
8. Review and Discuss Woodland Road Engineering Study Quote and Speed Study
• The 35mph speed limit on Woodland Road is a statutory speed limit and
the Village doesn’t have the authority to lower it to 25mph, unless a speed
study conducted by an engineer confirms that the speed limit should be
lowered.
• If the Village has an engineer complete a speed study and the findings
show the speed limit should be lowered, state permission to lower the
speed limit is not required.
• The cost to complete a study is in excess of $10,000.
• At the February meeting the board will be reviewing an engineering quote
for repaving Woodland Road, the speed limit study could be included in
this engineering.
Motion by Tracy Lyons, second by Michael Wandschneider to have a speed
study completed along with the Woodland Road paving engineering. Motion
carried.
