Village of Kohler Village Board Meeting October 20, 2025 Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken: Tom Schnettler, John Ewert, Mike Wandschneider, Brett Edgerle, Kelly Kasten, Tracy Lyons and Laurie Lindow were present. Village Attorney Mike Bauer was present. Staff members present: Erin Coppersmith, Mike Kitzerow, Gary Lindow, Shawn Splivalo, Valerie Wandschneider, John Willadsen and Cindi Gamb. Items of Concern Regarding the Agenda, Including Public Comment – Steve Schneider, 634 Pine Tree Road, expressed concerns with the art objects at 638 Pine Tree Road, and the unreasonable number, location, size and subject matter. Mike and Michelle Peters, 651 School Street, and Gary and Judy Dietzo, 655 School Street, expressed the same concerns with the property. The Village Board referred this to the Finance Committee. Approve Meeting Minutes from September 15, 2025 – Motion by Brett Edgerle, second by John Ewert to approve the meeting minutes from September 15, 2025. Motion carried. Business 1) Request from Patrick and Sandra Tures, 508 Sir Howard Circle, for a Variance to Allow Three Dogs at Their Residence – Motion by Tom Schnettler, second by John Ewert to approve the request from Patrick and Sandra Tures, 508 Sir Howard Circle, for a variance to allow three dogs at their residence. Motion carried. 2) The Finance Committee Recommends the Village Board Take Action on the Following: a) September Revenue and Expense Reports, Bank Reconciliation and Journal Entries – Motion by John Ewert, second by Laurie Lindow to approve the September revenue and expense reports, bank reconciliation and journal entries. Motion carried. b) Resolution No. 2025-6, Designating Public Depositories – resolution to add Johnson Financial Group as a public depository. Motion by John Ewert, second by Laurie Lindow to adopt Resolution No. 2025-6, Designating Public Depositories. Motion carried. 3) Approve Joint Powers Agreement with Sheboygan County Sheriff’s Department, County 911 Emergency System – Motion by Tom Schnettler, second by Tracy Lyons to approve the Joint Powers Agreement with Sheboygan County Sheriff’s Department, County 911 Emergency System. Motion carried. 4) Discuss Joint Meeting with the Kohler School Board – the Village Board will hold a joint meeting with the Kohler School Board on November 12, 2025, at 4:30 p.m. 5) Discuss “Pink” Agreement for Memorial Building – the Village Attorney, Mike Kitzerow and Cindi Gamb will go through the agreement, list the obligations for the village and school, and what changes may need to be made to the agreement to reflect how items are being handled. 6) 2026 General Fund, Capital Outlay, Special Funds, Water Utility and Sewer Utility Budgets – • Levy limit is $2,900,352 with a tax rate of $5.55 per thousand of assessed value. • 23% fund balance at end of 2024. • 76% is the 2025 level of assessment. • Deficit of $159,988 in General Fund budget. The board sent the budget back to the department heads for further review. The public hearing and budget adoption will be at the November 17 meeting. 7) Tom Schnettler announced the Village Board was going into Closed Session Pursuant to Wisconsin State Statute 19.85(1)(e) for the Purposes of Deliberating or Negotiating the Purchasing of Public Properties, the Investing of Public Funds, or Conducting Other Specified Public Business, Whenever Competitive or Bargaining Reasons Requires a Closed Session – Negotiation of Property Transfer and Wisconsin State Statute 19.85(1)(c) to Consider Employment, Promotion, Compensation or Performance Evaluation Data of any Public Employee over which the Governmental Body has Jurisdiction or Exercise Responsibility to Discuss Employee Wages and Benefits – Motion by Tom Schnettler, second by John Ewert to go into closed session. Motion carried. Motion by Tom Schnettler, second by John Ewert to return to open session. Motion carried. 8) The Village Board may Reconvene into Open Session and may take Action on Items Considered in Closed Session – No formal action was taken.
