Village of Kohler Village Board Meeting December 15, 2025 Chairperson Thomas Schnettler called the meeting to order at 6:03 p.m. Roll call was taken: Tom Schnettler, John Ewert, Mike Wandschneider, Brett Edgerle, Kelly Kasten, Tracy Lyons and Laurie Lindow were present. Village Attorney Mike Bauer was present. Staff members present: Mike Kitzerow, Shawn Splivalo and Cindi Gamb. Items of Concern Regarding the Agenda, Including Public Comment – none. Approve Meeting Minutes from November 12, 17 and 24, 2025 – Motion by Mike Wandschneider, second by John Ewert to approve the meeting minutes from November 12, 17 and 24, 2025. Motion carried. Business 1) The Finance Committee Recommends the Village Board take action on the Following: a) November Revenue and Expense Reports, Bank Reconciliation and Journal Entries – Motion by John Ewert, second by Mike Wandschneider to approve the November revenue and expense reports, bank reconciliation and journal entries. Motion carried. b) Ordinance No. 2025-5, An Ordinance amending section 16.34.020 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, regarding sewer service charges – Motion by John Ewert, second by Mike Wandschneider to approve Ordinance No. 2025-5, An Ordinance amending section 16.34.020 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, regarding sewer service charges. A roll call vote was taken: John Ewert – aye, Mike Wandschneider – aye, Brett Edgerle – aye, Kelly Kasten – aye, Tracy Lyons – aye, Laurie Lindow – aye, Tom Schnettler – aye. Motion carried. c) Updates to employee handbook - Motion by John Ewert, second by Mike Wandschneider to approve the updates to the employee handbook as presented. Motion carried. d) Purchase servers and computers – Motion by John Ewert, second by Mike Wandschneider to approve the quotes from Pros 4 Technology for servers, computers and equipment for $43,443.15 to be purchased in 2026. Motion carried. 2) The Property Committee Recommends the Village Board take action on the Following: a) Purchase Ford pickup truck and plow - Motion by Mike Wandschneider, second by Kelly Kasten to purchase a Ford pickup truck and plow for a cost not to exceed $72,000. Motion carried. 3) The Planning Commission recommends the Village Board approve the following: a) Request from Marshall Sign, for a sign at Hear Again America at Deer Trace – Motion by Tom Schnettler, second by Mike Wandschneider to approve the request from Marshall Sign, for a sign at Hear Again America at Deer Trace. Motion carried. 4) Appoint Election officials – Motion by Tom Schnettler, second by Mike Wandschneider to appoint Election officials as presented. Motion carried. 5) Approve Sheboygan County Transportation Shared Revenue Program – Motion by Mike Wandschneider, second by Kelly Kasten to approve the Sheboygan County Transportation Shared Revenue Program as outlined. Motion carried. 6) President Schnettler announced the Village Board was convening into closed session pursuant to Wisconsin State Statute 19.85(1)(c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility in connection with the Village deer abatement program – Motion by Tom Schnettler, second by Mike Wandschneider to go into closed session. A roll call vote was taken: Mike Wandschneider – aye, Brett Edgerle – aye, Kelly Kasten – aye, Tracy Lyons – aye, Laurie Lindow – aye, John Ewert – aye, Tom Schnettler – aye. Motion carried. Motion by Mike Wandschneider, second by Brett Edgerle to return to open session. Motion carried. 7) The Village Board may reconvene in open session and may take action on any item discussed in closed session – Motion by Tom Schnettler, second by Brett Edgerle to authorize hiring von Briesen & Roper, sc, to investigate two claims regarding a village employee and program supervision as outlined in the engagement letter. Motion carried but not unanimously.
