Village Board Meeting
January 19, 2026
Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was
taken: Tom Schnettler, John Ewert, Michael Wandschneider, Brett Edgerle, Kelly
Kasten, Tracy Lyons and Laurie Lindow were present. Village Attorney Mike Bauer was
also present. Staff members present: Mike Kitzerow, Shawn Splivalo and Cindi Gamb.
Items of concern regarding the agenda, including public comment – none.
Approve meeting minutes from December 15, 2025 – Motion by Mike Wandschneider,
second by Kelly Kasten to approve the meeting minutes from December 15, 2025.
Motion carried.
Business
1. The Finance Committee recommends the Village Board take action on the
following:
a. Purchase of copy machine – Motion by John Ewert, second by Mike
Wandschneider to purchase a Toshiba copy machine for $9,025 from
James Imaging Systems. Motion carried.
b. Purchase payroll portal from Workhorse Software Services, Inc. – Motion
by John Ewert, second by Laurie Lindow to purchase the payroll portal
from Workhorse Software Services, Inc., cost $3,000 plus $1,700
subscription fee. Motion carried.
c. Approve Associated Appraisal additional scope of services for interim
market update revaluation – Motion by John Ewert, second by Laurie
Lindow to approve Associated Appraisal additional scope of services for
interim market update revaluation, $15,000. Motion carried.
d. Ordinance No. 2026-1, An Ordinance Amending Section 2.42.010 of the
Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin,
Recreation Committee – Motion by John Ewert, second by Mike
Wandschneider to adopt Ordinance No 2026-1, An Ordinance Amending
Section 2.42.010 of the Municipal Code of the Village of Kohler,
Sheboygan County, Wisconsin, Recreation Committee. Roll call vote: John
Ewert – aye, Mike Wandschneider – aye, Brett Edgerle – aye, Kelly
Kasten – aye, Tracy Lyons – aye, Laurie Lindow – aye, Tom Schnettler –
aye. Motion carried.
2. The Property Committee recommends the Village Board take action on the
following:
a. Approve Woodland Road paving project – Motion by Mike Wandschneider,
second by Kelly Kasten to approve Woodland Road paving project for
$164,000. Motion carried.
b. Purchase loader attachment for tractor – Motion by Mike Wandschneider,
second by Kelly Kasten to purchase loader attachment from Feldmann
Sales and Service, Inc. for $5,625. Motion carried.
c. Purchase brush cutter – Motion by Mike Wandschneider, second by Brett
Edgerle to purchase a brush cutter from Bruggink’s Construction
Equipment Inc. for $6,500. Motion carried.
d. Approve agreement with Excel Engineering, Inc. for Village Hall HVAC
engineering – Motion by Mike Wandschneider, second by Kelly Kasten to
approve agreement with Excel Engineering, Inc. for Village Hall HVAC
engineering, cost $25,700. Motion carried.
e. Approve Greenfield Drive crosswalk project – Motion by Mike
Wandschneider, second by Kelly Kasten to approve quote from TAPCO for
Greenfield Drive crosswalk equipment for a cost not to exceed $31,000.
Motion carried.
f. Approve Ravine Park storm line project – Motion by Mike Wandschneider,
second by Brett Edgerle to approve quote from Korff Plumbing for Ravine
Park storm line for an amount not to exceed $17,000. Motion carried.
g. Approve Ehlers & Associates, Inc. sewer study phases two and three –
Motion by Mike Wandschneider, second by Brett Edgerle to approve
phases two and three of Ehlers & Associates, Inc. sewer study for $6,250.
Motion carried.
3. Approve Resolution No. 2026-1, A Resolution Adopting an Updated Village of
Kohler Emergency Operations Plan and Authorizing the Village President and the
Village Emergency Management Director to Approve Expenditures Under a State
of Emergency – Motion by Tom Schnettler, second by John Ewert to approve
Resolution No. 2026-1, A Resolution Adopting an Updated Village of Kohler
Emergency Operations Plan and Authorizing the Village President and the Village
Emergency Management Director to Approve Expenditures Under a State of
Emergency. Motion carried.
4. President Tom Schnettler announced that the Village Board was convening into
Closed Session Pursuant to Wisconsin State Statute 19.85(1)(e) for the
Purposes of Deliberating or Negotiating the Purchasing of Public Properties, the
Investing of Public Funds, or Conducting Other Specified Public Business,
Whenever Competitive or Bargaining Reasons Requires a Closed Session –
Negotiation of Property Transfer, and Wisconsin State Statute 19.85(1)(c) for the
purpose of considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility in connection with the Village deer
abatement program - Motion by Tom Schnettler, second by Mike Wandschneider
to convene into closed session. Roll call vote: Mike Wandschneider – aye, Brett
Edgerle – aye, Kelly Kasten – aye, Tracy Lyons – aye, Laurie Lindow – aye, John
Ewert - aye, Tom Schnettler – aye. Motion carried.
Motion by Tom Schnettler, second by Tracy Lyons to return to open session.
Motion carried.
5. The Village Board may reconvene in open session and may take action on any
item discussed in closed session – none.
