1. CALL MEETING TO ORDER
Trustee Ken Charneski called the October 16, 2025 CLIPP Committee Meeting to order at 6 p.m.
A. Roll Call
PRESENT: Trustee Ken Charneski, Trustee Dan Joling, Garrett Lysne, Patty Tikalsky
ABSENT: Ryan Leff (resigned)
STAFF: Police Chief Terry McHugh, Fire Chief Theresa O’Brien, Public Works Director Greg Ulman, Clerk

2. PUBLIC COMMENT
No public comments.
3. APPROVAL OF MINUTES - DISCUSSION AND POSSIBLE ACTION
B. September 4, 2025 CLIPP Committee Meeting Minutes
Motion by Tikalsky/Lysne to approve the September 4, 2025 CLIPP Committee Meeting Minutes as
presented. Motion carried by voice vote. 4:0.
4. REPORTS AND DISCUSSIONS
C. Police Chief Report
Police Chief Terry McHugh presented his report to the committee. He also mentioned information
regarding the gas leaks in the Municipal Center on October 6, 2025. He answered a question regarding
police cameras.
D. Fire Chief Report
Fire Chief Theresa O’Brien presented her report. She mentioned National Night Out and a DNR grant.
She answered questions regarding the stop signs at the CTH X, CTH XX and Pine Road intersection.
E. Public Works Director Report
Public Works Director Greg Ulman presented his report. He gave more information regarding the stop
signs at the intersection of CTH X, CTH XX and Pine Road. He also mentioned a water leak in the fire
department.
F. Community Development Director Report
Community Development Director Peter Wegner was absent from the meeting. His report is in the
packet. A question was asked regarding a conditional use permit on Maple Ridge Road.
G. Complaint Log – This month this item will include discussion and possible action concerning cleaning
up old items off the Complaint Log and a possible policy as to when other items should be removed
in the future or if there should be an automatic reset from time to time to clear the Complaint Log
slate.
Motion by Joling/Charneski to remove all closed incidences and items 24 and 25 and have
Peter Wegner update CLIPP during the next meeting. Motion carried by voice vote. 4:0.

Discussed cleaning up the complaint list; reviewed current complaints on the list; and reviewed
recently closed incidents.
5. OLD BUSINESS - DISCUSSION AND POSSIBLE ACTION
H. Proposed Improvements to Pond Area Behind Municipal Center
Public Works Direct Greg Ulman presented the plan regarding improvements to the Municipal Pond
area with a parking area, sand, etc. He said the plan is expected to cost around $2500 and can be
completed in Spring 2026. The committee directed him to move forward with the plan. They discussed
picnic tables and a possible dock. Ulman said he plans to get depth levels during the winter when the
pond is frozen.
I. Review and Revision of Code 382 Nuisances
Motion by Tikalsky/Joling to come back for 382.1 and 382.2 with our changes and develop it at the next
meeting. Motion carried by voice vote. 4:0.
Committee members reviewed Code 382 Nuisances and discussed possible issues that could develop
based on the language. Committee members will review and edit 382.1 and 382.2 and bring their
revisions to the November 3, 2025 CLIPP Committee Meeting.
J. Revision of Chapter 41 Elections – Election Inspector Selection Process
No action taken.
Discussed the proposed application. Clerk Jennifer Poyer tasked with adding language regarding the
statute requiring inspectors to work each election.
6. NEW BUSINESS - DISCUSSION AND POSSIBLE ACTION
K. Election Ballot Distribution
No action taken.
L. In-person Absentee Voting
Discussed the proposed procedure for in-person absentee voting. Trustee Charneski will codify
language.
M. Proposed Policy for Funding Playground Equipment
Motion by Charneski/Joling to have staff bring item back at the February CLIPP meeting with a plan.
Motion carried by voice vote. 4:0.
Discussed possible grants and avenues for fundraising for parks, including donation of salaries from
committee and board members. Policy should be added to next agenda so it can be developed before
the end of the year. Patty Tikalsky to work with Public Works Director Greg Ulman on park fundraising
plan.

President Joling mentioned the need for a new member due to Ryan Leff’s resignation.

Motion by Tikalsky/Lysne to adjourn the meeting. Motion carried by voice vote. 4:0.
