COMMUNITY LIFE, INFRASTRUCTURE AND PUBLIC PROPERTY (CLIPP) COMMITTEE MEETING MINUTES November 03, 2025 at 6:00 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER Trustee Ken Charneski called the November 3, 2025 CLIPP Committee Meeting to order at 6 p.m. A. Roll Call PRESENT: Trustee Ken Charneski, President Dan Joling, Garrett Lysne, Patty Tikalsky, Paul Mijal STAFF: Village Administrator James Davel, Public Works Director Greg Ulman, Police Chief Terry McHugh, Fire Chief Theresa O’Brien, Clerk Jennifer Poyer GUEST: Eric Donaldson, Fred Heider 2. PUBLIC COMMENT Austin Knox, 2575 Annamarie Drive, Kronenwetter, WI 54455 – Public comment attached to minutes. Gary Goytowski, 1977 Kowalski Road, Kronenwetter, WI 54455 – Goytowski commented on the truck traffic along Kowalski Road. He said it is unsafe for pedestrians and children riding the bus. He suggested adding two stop signs. Dan Borchardt, 2265 Meadowood Drive, Kronenwetter, WI 54455 – Borchardt said he is the main volunteer working on the bike trails behind Evergreen Elementary. He said there is still work to be done on the part of the trail that abuts Towering Pines Park. He said the trails have varying terrain. He said he has received a lot of positive comments. Raelyn Borchardt, 2265 Meadowood Drive, Kronenwetter, WI 54455 – Borchardt commented on why she loves the bike trails behind Evergreen Elementary. She said they challenge her and help her improve in her mountain bike races. Matt Block, 2307 Fantail Ave, Schofield, WI 54476 – Block is a member of the Central WI Offroad Cycling Coalition, the organization that has provided both financial support and volunteers to the bike trail project behind Evergreen Elementary. He said the rolling features on the trail are navigable for pedestrian traffic but may need better finishing work. 3. APPROVAL OF MINUTES - DISCUSSION AND POSSIBLE ACTION B. October 16, 2025 CLIPP Committee Meeting Minutes Motion by Tikalsky/Lysne to approve the minutes as presented. Motion carried by voice vote. 5:0. 4. REPORTS AND DISCUSSIONS C. Marathon County Bike and Pedestrian Subcommittee Report - Eric Donaldson Eric Donaldson, the Kronenwetter representative for the Marathon County Bike and Pedestrian Subcommittee gave a report on the subcommittee topics and discussions. D. Police Chief Report Police Chief Terry McHugh presented his report. He commented on the success of the trick-or-treating road closure on Kowalski. He answered a question from a committee member regarding officer leave. E. Fire Chief Report Minutes prepared by Jennifer Poyer. Approved on December 1, 2025. Page 1 of 3  Fire Chief Theresa O’Brien presented her report. She said call volume was down in September but jumped back up in October. F. Public Works Director Report Public Works Director Greg Ulman presented his report. He gave an update on the Kronenwetter Drive project. He answered questions from committee members regarding the water leaks and construction work. G. Community Development Director Report Community Development Director Peter Wegner’s report is in the packet. H. Complaint Log 5. OLD BUSINESS - DISCUSSION AND POSSIBLE ACTION I. Review and Revision of Code 382 Nuisances No action taken. Committee discussed the proposed revisions from President Joling. This item will be brought back with more revisions. Members will look at sections 382-1 through 382-4. J. Election Equipment Public Test Observer Rules and Meeting Notice Publication No action taken. Discussed the publication of the election equipment public test and whether the municipality or county should publish it. K. Revision of Chapter 41 Elections – Election Inspector Selection Process Motion by Tikalsky/Lysne to recommend the approval of the application for election inspectors. Motion carried by voice vote. 5:0. Discussed the revisions made to the application. This application will go to the Village Board when the codified election language is sent to the Village Board, as well. L. In-person Absentee Voting No action taken. 6. NEW BUSINESS - DISCUSSION AND POSSIBLE ACTION M. Selection of a Vice-Chairperson President Joling nominated Patty Tikalsky to be the vice-chairperson of the CLIPP Committee. Nomination carried by voice vote. 4:0:1. Tikalsky abstained. N. Outdoor Recreation Plan No action taken. Fred Heider from the North Central Regional Planning Commission presented the Kronenwetter Outdoor Recreation Plan to the committee. He reviewed multiple maps in the plan and answered questions from the committee members. The committee members requested another month to look at the plan and come up with possible recommendations. The item will be discussed during the December 1, 2025 CLIPP Committee Meeting. O. 2026 Community Events Motion by Tikalsky/Joling to recommend to the Board the 2026 Community Events. Motion carried by voice vote. 5:0. P. Towering Pines Park Bike Path No action taken. Public Works Director Ulman gave the background regarding the bike trails behind Evergreen Elementary and near Towering Pines Park. There was discussion regarding the trail along the fence of Towering Pines Park. 7. NEXT MEETING: December 1, 2025 8. CONSIDERATION OF ITEMS FOR FUTURE AGENDA No new items were considered. 9. The addition of these trails will encourage people to visit our community and our residents to engage in outdoor recreation. The trails are built in a way to allow for multiple uses and it should be encouraged for those who do not participate in biking to use the trails for other outdoor recreational activities such as trail running, and hiking. I would ask the CLIPP committee to leave the small section of trail in Towering Pines park as is to avoid using the limited volunteer hours available to regrade and refinish this section of trail which was not built over a previously established walking trail.
