COMMUNITY LIFE, INFRASTRUCTURE AND PUBLIC PROPERTY (CLIPP) COMMITTEE MEETING MINUTES December 01, 2025 at 6:00 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER Trustee Ken Charneski called the December 1, 2025 Community Life, Infrastructure and Public Property Committee Meeting to order at 6 p.m. A. Roll Call PRESENT: Trustee Ken Charneski, President Dan Joling, Patty Tikalsky, Garrett Lysne, Paul Mijal STAFF: Public Works Director Greg Ulman, Community Development Director Peter Wegner, Fire Chief Theresa O’Brien, Clerk Jennifer Poyer 2. PUBLIC COMMENT Gary Goytowski, 1977 Kowalski Road, Kronenwetter, WI 54455 – Goytowski commented on the amount of truck traffic on Kowalski Road. He said he suggested adding stop signs during a previous meeting and nothing has been done. He said he would like action taken and he is willing to talk to Village staff and officials about his concerns and suggestions. 3. APPROVAL OF MINUTES - DISCUSSION AND POSSIBLE ACTION B. November 3, 2025 CLIPP Committee Meeting Minutes Motion by Joling/Mijal to accept the committee meeting minutes of November 3, 2025 as proposed. Motion carried by voice vote. 5:0. 4. REPORTS AND DISCUSSIONS C. Police Chief Report No comments. D. Fire Chief Report Fire Chief Theresa O’Brien presented her report. She said October was a busy fire call month with 14 calls. She said EMS calls are right on track for the year. She said the fire department is looking to build chimney and roof props for fire training. Chief O’Brien answered questions from the committee members. E. Public Works Director Report Public Works Director Greg Ulman presented his report. He said Well & Pump has started working on their analysis of the lift stations. He answered questions from the committee members about items getting stuck in the lift station pumps; the insulation in the Village Board Room; and the road boring report follow up. F. Community Development Director Report Community Development Director Peter Wegner presented his report. He commented on the multiple reports of people running businesses in their residential locations and a future development agreement. He answered questions regarding an intergovernmental agreement with Rothschild and the CUP denial on Maple Ridge Road. Minutes prepared by Jennifer Poyer. Approved on January 5, 2026. Page 1 of 2  G. Complaint Log Community Development Director Wegner presented the Complaint Log. He said Officer Guyer has helped to follow up and close complaints. He answered questions from the committee members. 5. OLD BUSINESS - DISCUSSION AND POSSIBLE ACTION H. Review and Revision of Code 382 Nuisances Community Development Director Wegner discussed his research regarding nuisance laws of other municipalities. He reviewed some of the revisions submitted by Joling and Charneski. He answered questions from the committee members. Committee members discussed the revisions and tasked Community Development Director Wegner with combining the submitted revised documents into one document and present it at the next CLIPP Committee meeting. I. Outdoor Recreation Plan Motion by Tikalsky/Lysne to recommend the Park Plan to the Village Board. Motion carried by voice vote. 5:0. Public Works Director Ulman reminded the committee that this is a guideline that can be changed. He answered questions from the committee members. J. Election Equipment Public Test Observer Rules and Meeting Notice Publication Motion by Tikalsky/Joling to recommend the Board approve Chapter 41 pending attorney review. Motion carried by voice vote. 5:0. Trustee Charneski presented his proposed language for Chapter 41 Elections. He answered questions from committee members and Clerk Poyer. K. Revision of Chapter 41 Elections – Election Inspector Selection Process See above. The Election Inspector Selection Process was included in the language proposed in Chapter 41 Elections by Trustee Charneski. L. In-person Absentee Voting Trustee Charneski will prepare ordinance language for this agenda item at a future CLIPP Committee Meeting. 6. NEXT MEETING: January 5, 2026 7.
