July 28, 2025 at 5:15 PM

1. CALL MEETING TO ORDER
Vice President Forsythe called the July 28, 2025 Police and Fire Commission meeting to order at 5 p.m.

STAFF: Police Chief Terry McHugh and Account Clerk Sarah Fisher
2. ANNOUNCEMENT OF CLOSED SESSION
3. APPROVAL OF MINUTES
C. Approve June 23, 2025 meeting minutes.
Motion by Commissioner Chet Rucinski seconded by Commissioner Rick Smith to approve the 06/23/2025
meeting minutes and dispense with the reading. Discussion had that not enough commission members are
present today as were also at the 06/23/2025 meeting.
Motion made by Commissioner Rick Smith, seconded by Commissioner Chet Rucinski to table until next
meeting. Motion carried 3:0:1. Commissioner Forsythe abstained.
4. PUBLIC COMMENT
Please be advised per State Statute Section 19.84(2), information will be received from the public. It is the
policy of this Village that Public Comment will take no longer than 15 minutes with a three-minute time
period, per person, with time extension per the Chief Presiding Officer’s discretion. Be further advised that
there may be limited discussion on the information received, however, no action will be taken under public
comments.

5. CLOSED SESSION
Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85 (1)( c ) for
consideration of employment, promotion, compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility – to wit, interview
Police Department applicants.
Motion by Commissioner Rick Smith, seconded by Commissioner Lucene Udulutch to convene into closed
session. Motion carried 4:0 by roll call.
6. RECONVENE OPEN SESSION
Consideration of motion to reconvene into open session at 7:24 PM. Motion made by Commissioner Rick
Smith, seconded by Commissioner Chet Rucinski to reconvene into open session. Motion carried 4:0 by roll
call.
7. ACTION AFTER CLOSED SESSION
Discussion and possible action on whether to continue applicant(s) in police department hiring process.
Motion made by Commissioner Rick Smith to continue all three applicants, Zachary Cook, Brandon Brost,
and Yeeleng Xiong, forward in the police department hiring process. Seconded by Commissioner Chet
Rucinski.
Motion carried 4:0 by roll call vote.
8. ADJOURNMENT
Motion made by Commissioner Rick Smith, seconded by Vice President David Forsythe to adjourn. Motion
carried 4:0 by voice vote.
