POLICE AND FIRE COMMISSION MINUTES March 25, 2024 at 5:30 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Fire Department Training Room 1. CALL MEETING TO ORDER President Doug Schemmel called the meeting to order at 5:30 p.m. A. Pledge of Allegiance B. Roll Call PRESENT President Doug Schemmel Vice President Chet Rucinski Commissioner Paul Raymond Commissioner David Forsythe Commissioner Lucene Udulutch 2. ANNOUNCEMENT OF CLOSED SESSION 3. APPROVAL OF MINUTES C. Approve 02/26/2024 meeting minutes. Motion made by Commissioner Raymond, Seconded by Commissioner Rucinski. Voting Yea: President Schemmel, Vice President Rucinski, Commissioner Udulutch, Commissioner Forsythe, Commissioner Raymond. 4. PUBLIC COMMENT None. 8. Due to the interview applicant notifying of her late arrival, the Commissioners began discussion of Agenda Item 8, the review and revisions of the Selection Process for Hiring Police Officers. The discussion was completed after the interview. 5. CLOSED SESSION Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85(1)(c) for consideration of employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – to wit interview Fire Department applicant; and pursuant to Section 19.85(1)(g) regarding legal counsel's written advice concerning strategy to be adopted by the body. Motion made by Commissioner Raymond, Seconded by Commissioner Udulutch. Voting Yea: Commissioner Forsythe, Commissioner Udulutch, Commissioner Raymond, Vice President Rucinski, President Schemmel. The Fire Chief and EMS Coordinator were invited into closed session. The meeting went into closed session at 5:49 p.m. 6. RECONVENE OPEN SESSION Consideration of motion to reconvene into open session. Motion made by Commissioner Udulutch, Seconded by Commissioner Raymond. Voting Yea: Commissioner Raymond, President Schemmel, Commissioner Forsythe, Commissioner Udulutch, Vice President Rucinski. The meeting returned to open session at 6:45 p.m. 7. ACTION AFTER CLOSED SESSION Discussion and possible action on whether to continue applicant(s) in firefighter/first responder hiring process. Motion made to not continue Kayla Helgeson in the firefighter/first responder hiring process. Motion made by Commissioner Forsythe, Seconded by Commissioner Raymond. Voting Yea: Commissioner Udulutch, Vice President Rucinski, Commissioner Raymond, President Schemmel, Commissioner Forsythe. 8. OLD BUSINESS D. Discussion and possible action on review and possible revision of current Selection Process for Hiring Police Officers. Motion to approve Selection Process for Hiring Police Officers with changes recommended by Chief McHugh. Motion made by Commissioner Raymond, Seconded by Commissioner Udulutch. Voting Yea: President Schemmel, Vice President Rucinski, Commissioner Forsythe, Commissioner Udulutch, Commissioner Raymond. 9. ADJOURNMENT Motion made by Commissioner Udulutch to adjourn, Seconded by Commissioner Rucinski. It is the policy of this Village that Public Comment will take no longer than 15 minutes with a three-minute time period, per person, with time extension per the Chief Presiding Officer’s discretion. Be further advised that there may be limited discussion on the information received, however, no action will be taken under public comments. 5.
