July 23, 2024 at 5:00 PM

1. CALL MEETING TO ORDER

Commissioner Rick Smith arrived at 5:20 pm

2. APPROVAL OF MINUTES
C. Approve 06/18/2024 meeting minutes.
Motion made by Lucene Udulutch to approve the 06/18/2024 meeting minutes and dispense
with the reading. Seconded by Chet Rucinski.
Voting Yea: Chet Rucinski, Lucene Udulutch, David Forsythe.
3. PUBLIC COMMENT
Please be advised per State Statute Section 19.84(2), information will be received from the
public. It is the policy of this Village that Public Comment will take no longer than 15 minutes with
a three-minute time period, per person, with time extension per the Chief Presiding Officer’s
discretion. Be further advised that there may be limited discussion on the information received,
however, no action will be taken under public comments.

4. ANNOUNCEMENT OF CLOSED SESSION
5. OLD BUSINESS
D. Discussion and possible action to review and revise current Selection Process for Hiring Police
Officers.
Motion made by David Forsythe to revise Sections 7.1.1 and 7.1.2 of the Selection Process for
Hiring Police Officers to show “2,080 hours” instead of 12 months or 24 months, whether full-time
or part-time. Seconded by Lucene Udulutch.
Voting Yea: Chet Rucinski, David Forsythe, Lucene Udulutch.
6. CLOSED SESSION
Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85 (1)( c ) for
consideration of employment, promotion, compensation or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility – to
wit interview Fire Department applicant(s) and review Fire Department interview questions.
Motion made by Lucene Udulutch, Seconded by Chet Rucinski.
Voting Yea: David Forsythe, Lucene Udulutch, Chet Rucinski.
Time: 5:18 p.m. Chief O’Brien was invited to stay in closed session.
7. RECONVENE OPEN SESSION
Consideration of motion to reconvene into open session at 6:00 p.m.
Motion made by Lucene Udulutch, Seconded by Chet Rucinski.
Voting Yea: Rick Smith, David Forsythe, Lucene Udulutch, Chet Rucinski.
8. ACTION AFTER CLOSED SESSION
Discussion and possible action on whether to continue applicant(s) in firefighter/first responder
hiring process.
Motion made by David Forsythe to advance Emmanuel Hoppe in the firefighter/first responder
hiring process. Seconded by Rick Smith.
Voting Yea: Chet Rucinski, David Forsythe, Lucene Udulutch, Rick Smith.
Motion made by Chet Rucinski to revise interview question #7 as discussed in closed session.
Seconded by David Forsythe.
Voting Yea: Chet Rucinski, David Forsythe, Lucene Udulutch, Rick Smith.
9. NEW BUSINESS
E. Discussion and possible action on the Fire Department application process.
No discussion. Item tabled
F. Discussion and possible action on EMS job descriptions.
Commissioners reviewed job descriptions approved by the Village Board at its 07/22/2024
meeting. Several suggested changes were made. Fire Chief will revise and bring them back to the
Commission for another review before returning them to the committee and board levels.
No action taken.
