POLICE AND FIRE COMMISSION MEETING MINUTES
August 26, 2024 at 5:00 PM

1. CALL MEETING TO ORDER
Meeting moved to Room A121 due to lack of air conditioning in Room C110. A.
Pledge of Allegiance (not done due to lack of flag in room).

Vice President David Forsythe arrived at 5:15 pm
2. ANNOUNCEMENT OF CLOSED SESSION
3. APPROVAL OF MINUTES
C. Approve July 23, 2024 meeting minutes.
Motion made by Rick Smith to approve the 07/23/2024 meeting minutes and dispense with
the reading. Seconded by Lucene Udulutch.
Voting Yea: Chet Rucinski, Lucene Udulutch, Rick Smith Voting
Abstain: Doug Schemmel
4. PUBLIC COMMENT
Please be advised per State Statute Section 19.84(2), information will be received from the public. It is the
policy of this Village that Public Comment will take no longer than 15 minutes with a three-minute time
period, per person, with time extension per the Chief Presiding Officer’s discretion. Be further advised that
there may be limited discussion on the information received, however, no action will be taken under public
comments.
William Udulutch, 1859 Kimberly Road, Kronenwetter, WI, complimented the police and fire employees,
giving examples of recent interactions with both. Mr. Udulutch also complimented the commission
members.
5. CLOSED SESSION
Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85 (1)( c ) for
consideration of employment, promotion, compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility – to wit interview
Fire Department applicant(s) and review background report of Fire Department applicant.
Motion made by Rick Smith, Seconded by Lucene Udulutch.
Voting Yea: Lucene Udulutch, Rick Smith, Chet Rucinski, Doug Schemmel.
Time: 5:04 p.m. Chief O’Brien and Alexa Kufalk were invited to stay in closed session. Dave
Forsythe arrived into closed session at 5:15 p.m.
6. RECONVENE OPEN SESSION
Consideration of motion to reconvene into open session at 6:20 p.m.
Motion made by Chet Rucinski, Seconded by Rick Smith.
Voting Yea: Rick Smith, Doug Schemmel, David Forsythe, Lucene Udulutch, Chet Rucinski.
7. ACTION AFTER CLOSED SESSION
Discussion and possible action on whether to continue applicant(s) in firefighter/first responder hiring
process.
Motion made by Rick Smith to advance Samuel Wing and Bryan Halambeck in the firefighter/first
responder hiring process. Seconded by Lucene Udulutch.
Voting Yea: Doug Schemmel, Chet Rucinski, David Forsythe, Lucene Udulutch, Rick Smith.
8. ADJOURNMENT
Motion made by Lucene Udulutch, Seconded by David Forsythe.
Voting Yea: Chet Rucinski, Doug Schemmel, Lucene Udulutch, Rick Smith, David Forsythe
