POLICE AND FIRE COMMISSION MEETING MINUTES
December 10, 2024 at 5:00 PM

1. CALL MEETING TO ORDER
The meeting began at 5:00 PM in the Board Room.
Pledge of Allegiance – Those in attendance recited the pledge of allegiance.

2. ANNOUNCEMENT OF CLOSED SESSION
President Doug Schemmel announced the upcoming closed session
3. APPROVAL OF MINUTES
C. Approve November 19, 2024, meeting minutes.
Motion made by David Forsythe to approve the 11/19/2024 meeting minutes with the change
of “Lt.” to “Captain” title and dispense with the reading. Seconded by Lucene Udulutch.
Voting Yea: Doug Schemmel, Lucene Udulutch, David Forsythe, Rick Smith
Abstain: Chet Rucinski
Motion carried 4:0 by roll call vote
4. PUBLIC COMMENT
Please be advised per State Statute Section 19.84(2), information will be received from the public.
It is the policy of this Village that Public Comment will take no longer than 15 minutes with a
three-minute time period, per person, with time extension per the Chief Presiding Officer’s
discretion. Be further advised that there may be limited discussion on the information received,
however, no action will be taken under public comments.

5. CLOSED SESSION
Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85 (1)( c ) for
consideration of employment, promotion, compensation or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility – to
wit interview Fire Department applicant(s).
Motion made by David Forsythe. Seconded by Rick Smith.
Voting Yea: Rick Smith, Doug Schemmel, Chet Rucinski, Lucene Udulutch, David Forsythe
Motion carried 5:0 by roll call vote.
Time: 5:03 PM
Fire Chief Theresa O’Brien was invited to stay in closed session.
6. RECONVENE OPEN SESSION
Consideration of motion to reconvene into open session at 6:05 PM
Motion made by David Forsythe, Seconded by Rick Smith.
Voting Yea: Doug Schemmel, Chet Rucinski, Lucene Udulutch, David Forsythe, Rick Smith
Motion carried 5:0 by roll call vote.
7. ACTION AFTER CLOSED SESSION
Discussion and possible action on whether to continue applicant(s) in firefighter/first responder
hiring process.
Motion made by David Forsythe to continue both Talon Schnae and Brittany Venzke in the fire
department hiring process. Seconded by Lucene Udulutch.
Voting Yea: David Forsythe, Rick Smith, Lucene Udulutch, Chet Rucinski, Doug Schemmel
Motion carried 5:0 by roll call vote.
8. ADJOURNMENT
Motion made by David Forsythe, Seconded by Rick Smith to adjourn.
