POLICE AND FIRE COMMISSION MEETING
MINUTES
March 23, 2026 at 5:00 PM

1. CALL MEETING TO ORDER
President Schemmel called the 03/23/2026 Police and Fire Commission meeting to order at
5:00 p.m.
A. Pledge of Allegiance
Those in attendance recited the Pledge of Allegiance.
B. Roll Call
PRESENT:
President Doug Schemmel
Vice President David Forsythe
Commissioner Chet Rucinski
Commissioner Lucene Udulutch
Commissioner Rick Smith
STAFF: Chief Terry McHugh and Police and Fire Commission Secretary Dianne Drew
2. ANNOUNCEMENT OF CLOSED SESSION
President Doug Schemmel announced the upcoming closed session.
3. APPROVAL OF MINUTES
C. Approve January 26, 2026 minutes.
Motion by Commissioner Rick Smith, seconded by Commissioner Chet Rucinski to
approve the 01/26/2026 meeting minutes. Voting Aye: President Schemmel,
Commissioner Rucinski, Commissioner Udulutch, Vice President Forsythe,
Commissioner Smith.
4. PUBLIC COMMENT
Please be advised per State Statute Section 19.84(2), information will be received from the
public. It is the policy of this Village that Public Comment will take no longer than 15
minutes with a three-minute time period, per person, with time extension per the Chief
Presiding Officer’s discretion. Be further advised that there may be limited discussion on
the information received, however, no action will be taken under public comments.
None.

5. CLOSED SESSION
Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85 (1)(c)
for consideration of employment, promotion, compensation or performance evaluation data
of any public employee over which the governmental body has jurisdiction or exercises
responsibility – to wit interview police officer applicants.
Motion by Vice President Forsythe, seconded by Commissioner Udulutch to convene into
closed session. Motion carried 5:0 by roll call vote. Convened into closed session at 5:05
p.m. Chief McHugh was invited into closed session.
6. RECONVENE OPEN SESSION
Consideration of motion to reconvene into open session at 6:45 PM.
Motion by Commissioner Udulutch to reconvene into open session. Seconded by
Commissioner Smith. Motion carried 5:0 by roll call vote.
7. ACTION AFTER CLOSED SESSION
Motion made by Vice President Forsythe to continue three police officer candidates, Wyatt
Pufall, Benjamin Smith, and Austin Wadzinski, in the full-time police officer hiring process.
Seconded by Commissioner Udulutch. Motion carried 5:0 by roll call vote.
8. ADJOURNMENT
Motion by Commissioner Smith, seconded by Commissioner Udulutch to adjourn. Motion
carried 5:0 by roll call vote.
Meeting adjourned at 6:46 p.m.
