POLICE AND FIRE COMMISSION MEETING MINUTES March 24, 2026 at 5:00 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER President Schemmel called the 03/24/2026 Police and Fire Commission meeting to order at 5:00 p.m. A. Pledge of Allegiance Those in attendance recited the Pledge of Allegiance. B. Roll Call PRESENT: President Doug Schemmel Vice President David Forsythe Commissioner Chet Rucinski Commissioner Lucene Udulutch Commissioner Rick Smith STAFF: Chief Theresa O’Brien, Lt. Alexa Corazalla, and Police and Fire Commission Secretary Dianne Drew 2. ANNOUNCEMENT OF CLOSED SESSION President Doug Schemmel announced the upcoming closed session. 3. PUBLIC COMMENT None. 4. CLOSED SESSION Consideration of Motion to convene into closed session pursuant to Section 19.85(1)(c) for consideration of employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – to wit, interview Fire Department applicant; and pursuant to Section 19.85(1)(f) to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.  Motion by Commissioner Smith, seconded by Commissioner Udulutch to convene into closed session. Motion carried 5:0 by roll call vote. Convened into closed session at 5:02 p.m. Chief O’Brien and Lt. Corazalla were invited into closed session for the firefighter interview and then were excused. 5. RECONVENE OPEN SESSION Consideration of motion to reconvene into open session at 6:56 p.m. Motion by Commissioner Udulutch, seconded by Commissioner Smith. Motion carried 5:0 by roll call vote. 6. ACTION AFTER CLOSED SESSION Motion made by Commissioner Smith to continue applicant, Lukus Ott, in the firefighter/first responder hiring process. Seconded by Commissioner Rucinski. Voting Aye: President Schemmel, Commissioner Rucinski, Vice President Forsythe, Commissioner Smith. Voting Nay: Commissioner Udulutch. Motion made by Vice President Forsythe that the information received in closed session regarding a Village employee does not rise to the level of a formal complaint. The Police and Fire Commission will provide the aggrieved person with a complaint form that must be completed in its entirety, and then the Police and Fire Commission will review the submission to see if it rises to the level of a formal complaint that must be investigated. Seconded by Commissioner Udulutch. Motion carried 5:0 by roll call vote. 7. NEW BUSINESS Discussion and possible action regarding Commission's complaint form. Commissioners reviewed sample complaint forms and will meet again later this week for further review and discussion. No action taken. 8. ADJOURNMENT Motion by Commissioner Forsythe, seconded by Commissioner Udulutch to adjourn. Motion carried 5:0 by roll call vote.
