POLICE AND FIRE COMMISSION MEETING MINUTES March 26, 2026 at 5:00 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER President Schemmel called the 03/26/2026 Police and Fire Commission meeting to order at 5:15 p.m. A. Pledge of Allegiance Those in attendance recited the Pledge of Allegiance. B. Roll Call PRESENT: President Doug Schemmel Vice President David Forsythe Commissioner Chet Rucinski Commissioner Lucene Udulutch Commissioner Rick Smith STAFF: Police and Fire Commission Secretary Dianne Drew 2. APPROVAL OF MINUTES C. Approve March 23, 2026 and March 24, 2026 meeting minutes. Motion by Commissioner Rick Smith, seconded by Vice President David Forsythe to approve the 03/23/2026 and 03/24/2026 meeting minutes as submitted. Motion carried 5:0 by roll call vote. 3. PUBLIC COMMENT None. 4. OLD BUSINESS Discussion and possible action regarding Commission's complaint form. Motion made by Vice President Forsythe to revise the 03/24/2026 motion made as follows: That the information received in closed session regarding a Village employee does not rise to the level of a formal complaint or charge. The Police and Fire Commission will provide the aggrieved person with a complaint/charge form that must be completed in its entirety, and then the Police and Fire Commission will review the submission to see if it rises to the level of a formal complaint/charge that must be investigated. Seconded by Commissioner Chet Rucinski. Motion carried 5:0 by roll call vote. Commissioners reviewed sample Police and Fire Commission Complaint Procedures forms from other Wisconsin municipalities, and chose to closely follow and amend the River Falls Police and Fire Commission forms. Motion made by Commissioner Rick Smith to approve the Citizen Complaint/Charge Procedures form with changes made during the meeting. Seconded by Commissioner Lucene Udulutch. Motion carried 5:0 by roll call vote. 5. ADJOURNMENT Motion by Commissioner Lucene Udulutch, seconded by Commissioner David Forsythe to adjourn. Motion carried 5:0 by roll call vote. Be further advised that there may be limited discussion on the information received, however, no action will be taken under public comments. 4.
