POLICE AND FIRE COMMISSION MEETING MINUTES April 27, 2026 at 5:00 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER President Schemmel called the 04/27/2026 Police and Fire Commission meeting to order at 5:00 p.m. A. Pledge of Allegiance Those in attendance recited the Pledge of Allegiance. B. Roll Call PRESENT: President Doug Schemmel Vice President David Forsythe Commissioner Chet Rucinski Commissioner Rick Smith STAFF: Police and Fire Commission Secretary Dianne Drew EXCUSED: Commissioner Lucene Udulutch 2. ANNOUNCEMENT OF CLOSED SESSION. President Doug Schemmel announced the upcoming closed session. 3. APPROVAL OF MINUTES C. Approve March 26, 2026 meeting minutes. Motion by Commissioner Smith, seconded by Vice President Forsythe to approve the 03/26/2026 meeting minutes as submitted. Motion carried 4:0 by roll call vote. 4. PUBLIC COMMENT None. 5. OLD BUSINESS Discussion and possible action regarding Commission's complaint form. Village President Dan Joling and Village Administrator James Davel met with the Commission and voiced their concerns about the complaint form and process. It was agreed by both the Commission and Village representatives to have the Village Attorney review and make any changes requested to try to implement a form that could be jointly used by the Village and Commission. No action taken. 6. CLOSED SESSION Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85(1)(c) for consideration of employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – to wit, interview Fire Department applicant; and pursuant to Wis. Stat. 19.85 (1)(f) to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Motion made by Commissioner Smith, Seconded by Vice President Forsythe. Motion carried 4:0 by roll call vote. Time 5:15 p.m. Chief O’Brien and EMS Coordinator Alexa Kufalk were invited into closed session for the Fire Department applicant interview and then they left the closed session. 7. RECONVENE OPEN SESSION Consideration of motion to reconvene into open session at 6:25 p.m. Motion by Vice President Forsythe, seconded by Commissioner Smith to reconvene into open session. Motion carried 4:0 by roll call vote. 8. ACTION AFTER CLOSED SESSION Motion made by Vice President Forsythe, seconded by Commissioner Rucinski to continue Scott A. Charette in the firefighter/first responder hiring process. Motion carried 4:0 by roll call vote. Motion made by Commissioner Smith that even if the allegations in the complaint against the Fire Chief were proven as stated, the complaint does not reach the level of suspension, reduction in rank, or termination, and the Police and Fire Commission refers the complaint to the Village for further handling as warranted. Seconded by Commissioner Rucinski. Motion carried 4:0 by roll call vote. 9. ADJOURNMENT Motion by Commissioner Rucinski, seconded by Vice President Forsythe to adjourn.
