REVISED ADMINISTRATIVE POLICY COMMITTEE MEETING MINUTES October 14, 2025 at 5:30 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. PUBLIC COMMENT Please be advised per State Statute Section 19.84(2), information will be received from the public. It is the policy of this Village that Public Comment will take no longer than 15 minutes with a three-minute time period, per person, with time extension per the Chief Presiding Officer’s discretion. Be further advised that there may be limited discussion on the information received, however, no action will be taken under public comments. 3. APPROVAL OF MINUTES- DISCUSSION AND POSSIBLE ACTION C. NEW BUSINESS- DISCUSSION AND POSSIBLE ACTION E. 2025 Budget Error - RICE Units F. 2026 Water and Sewer Utility Budget A 2025 budget amendment for the Clear water numbers. No water/sewer rate increase for 2026. possible for 2027. John will be renumbering the chart of accounts. The 2025 water budget was under budget by $335,437.56. In 2026 there will be a $140,192.44 increase. There is an increase of purchase water, new well exploration and a 2026 budgetary increase. Greg walked through the water/sewer revenue bonds for the upcoming years budgets and for the road repairs and/or replacements. John gave overview on the General fund expenditures. Committee is looking to update the non-profit change in charges for the community room rentals. G. 2026 Village Budget  Motion to recommend to VB to hire 2 full time officers in 2026 with staggered start dates of July and November. Motion made by Sorensen, Seconded by Solheim. Voting Yea: CHAIR Fredel, Solheim, Sorensen Motion to recommend to vb construct a 6-bay garage in the amount of $800,000.00. $250,000.00 would be paid by water/sewer and $550,000.00 from the general obligation fund. Motion made by Sorensen, Seconded by Solheim. Voting Yea: CHAIR Fredel, Solheim, Sorensen Motion to recommend to VB to increase the Gunther Fire support fees from $5,100 to $5,950. Motion made by Sorensen, Seconded by Solheim. Voting Yea: CHAIR Fredel, Solheim, Sorensen Motion to recommend to VB on having Mr. Jacobs look into how to maximize the interest income.
