ADMINISTRATIVE POLICY COMMITTEE MEETING MINUTES October 07, 2025 at 5:30 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER A. Pledge of Allegiance B. Roll Call PRESENT CHAIRPERSON David Baker VICE-CHAIR Guy Fredel Mary Solheim Sandi Sorensen Sean Dumais 2. PUBLIC COMMENT Please be advised per State Statute Section 19.84(2), information will be received from the public. It is the policy of this Village that Public Comment will take no longer than 15 minutes with a three-minute time period, per person, with time extension per the Chief Presiding Officer’s discretion. Be further advised that there may be limited discussion on the information received, however, no action will be taken under public comments. Bernie Kramer- 2150 E State HWY 153. Peplin. Mr. Kramer discussed the ambulance contract and emphasized community engagement and its importance. 3. OLD BUSINESS- DISCUSSION AND POSSIBLE ACTION C. 2026 Dog License Fee Increase Motion by Sorensen/Dumais to recommend Village Board approve the increased Dog license Fees with the change of Spayed/Neutered fee increases to $25 and the online fee be increased to $27.50. Motion carried by roll call 5:0. 4. NEW BUSINESS- DISCUSSION AND POSSIBLE ACTION D. HR-005- Policy Review and 2026 Wage Adjustment Chart Delay action to future meeting. E. Dirks Group Server Tech Care and Maintenance Renewal F. TeamCare Participation Agreement 2026 Treasurer discusses the TeamCare contract and the increase. He noted that the premium has not increased for the 2026 year. Motion by Dumais/Sorensen to postpone discussion to March 17, 2026, regularly scheduled APC meeting. Motion withdrawn. Motion by Sorensen/Dumais to recommend Village Board approve the proposed insurance numbers for 2026. Motion carried 5:0 by roll call. G. Clerk and Treasurer Bonding Motion by Dumais/Sorensen to direct staff to change ordinance 115-3 subsection B and C to change wording to "Bond or Insurance" and send to the Village Board for approval. Motion carried 5:0 by voice vote.  H. Riverside Ambulance Service Agreement Addendum (Trustee Sorensen) Fire chief and Riverside have a meeting scheduled and will be putting together an addendum and bringing it back to APC in the next few months. Motion by Fredel/Sorensen to approach Riverside and ask for addendum for a 3–5-year extension to current contract with the negotiation of an addendum with a 2% increase each year. Questions were asked by Dumais and Solheim. Fredel is asking for a minimum 3-year extension from January 2026. Sorensen withdraws second of motion. Motion failed with lack of second to motion. Sorensen asked if Fire Chief could have the addendum could be ready before next regular APC meeting in November. Motion by Dumais/Solheim to delay action until the chief has time to bring the addendum back with time for the Board to review. Motion rescinded. Motio by Dumais/Solheim to delay action until November 18th APC meeting in which time Chief would bring back the negotiated addendum. Motion carried 4:1 Fredel by roll call. 5. CONSIDERATION OF ITEMS FOR FUTURE AGENDA TeamCare contract (March 17, 2026, meeting), Increase insurance crime amount to one million (November 2025 meeting) 6. NEXT MEETING: October 14, 2025 NEXT MEETING: October 14, 2025 7. ADJOURNMENT Motion by Solheim/Fredel to Adjourn. Motion carried 5:0 by voice vote.
