1. CALL MEETING TO ORDER
President Dan Joling called the February 26, 2026 Special Village Board Meeting to order at 4:30 p.m.
A. Pledge of Allegiance
Those in attendance were invited to recite the Pledge of Allegiance.
B. Roll Call
PRESENT: President Dan Joling, Trustee Ken Charneski, Trustee Aaron Myszka, Trustee Craig
Mortensen, Trustee Sandi Sorensen, Trustee Jessica Stowell
STAFF: Clerk Jennifer Poyer
GUESTS: Village Attorney Remzy Bitar (Online), Attorney Ryan Heiden (Von Briesen) (Online)
2. ANNOUNCEMENT OF CLOSED SESSION
President Joling announced there would be a closed session during the meeting.
3. CLOSED SESSION
Motion by Mortensen/Myszka to convene into closed session pursuant to Wis. Stat. s. 19.85(1)(c) (for
consideration of employment, promotion, compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility) and Wis. Stat. s.
19.85(1)(f) (Considering financial, medical, social or personal histories or disciplinary data of specific
persons, preliminary consideration of specific personnel problems or the investigation of charges against
specific persons which, if discussed in public, would be likely to have a substantial adverse effect upon the
reputation of any person referred to in such histories or data, or involved in such problems or investigations)
– to wit specific concerns regarding a personnel employment issue and possible action to address the same.
Motion carried by roll call vote. 6:0.

Craig Mortensen, Trustee Sandi Sorensen, Trustee Jessica Stowell, Attorney Bitar, Attorney Heiden
Closed session convened at 4:32 p.m.
4. RECONVENE OPEN SESSION
Motion by Mortensen/Sorensen to reconvene into open session pursuant to Wis. Stat. 19.85(2) for possible
additional discussion and/or action concerning any matter discussed in closed session. Motion carried by roll
call vote. 6:0.
Open session reconvened at 6:05 p.m.
5. ACTION AFTER CLOSED SESSION
Motion by Sorensen/Mortensen to continue to retain Von Briesen & Roper as labor council. Motion carried
by roll call vote. 6:0.

Motion by Stowell/Sorensen to authorize labor council to commence investigation and select an investigator
regarding a claim involving a personnel matter. Motion carried by roll call vote. 6:0.
Motion by Mortensen/Myszka to authorize Village President to follow through with actions and tasks
associated with the investigation. Motion carried by roll call vote. 5:0:1. Abstaining – President Joling.
6. CONSIDERATION OF ITEMS FOR FUTURE AGENDA
7. ADJOURNMENT
Motion by Charneski/Myszka to adjourn. Motion carried by voice vote. 6:0.
