VILLAGE BOARD MEETING MINUTES February 23, 2026 at 6:00 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER President Dan Joling called the February 23, 2026 Village Board Meeting at 6 p.m. A. Pledge of Allegiance Those in attendance were invited to recite the Pledge of Allegiance. B. Roll Call PRESENT: President Dan Joling, Trustee Ken Charneski, Trustee Aaron Myszka, Trustee Craig Mortensen, Trustee Sandi Sorensen, Trustee Jessica Stowell STAFF: Administrator James Davel, Community Development Director Peter Wegner, Finance Director John Jacobs, Public Works Director Greg Ulman, Clerk Jennifer Poyer 2. MOTION TO DEVIATE No action taken. 3. CHAIRPERSON COMMENTS President Joling said he is working on the upcoming committee, commission and board assignments. He said the Village received the Wisconsin Elections Commission decision regarding election complaints. He said it will be placed on the website. He also mentioned scam emails and a conference opportunity for board members. 4. PUBLIC COMMENT Gary Schulz, 1272 Old Hwy. 51, Kronenwetter, WI, 54455- Schulz commented on Flanner Road. He asked that Kronenwetter take ownership of snow removal on the west side, which lies within Mosinee. He asked the Village to find alternatives for truck traffic on Maple Ridge Road and Kowalski Road. Bernie Kramer, 2150 East State Hwy. 153, Peplin, WI – Kramer spoke against the sand mine. He said he fails to see the connection between the mine and the money spent on development. Karen Wirbinski, 1130 Maple Ridge Road, Kronenwetter, WI – Wirbinski spoke against the sand mine. She said the “decision will define our Village for decades.” She said residents have been misrepresented in this process. Matt Beranek, 1388 Maple Ridge Road, Kronenwetter, WI – Beranek spoke against the sand mine. He said he has environmental concerns. He said the Village does not “need another thing that will cause unknown problems.” Michelle Folwarski, 697 County Road X, Kronenwetter, WI, 54455 – Folwarski spoke against lowering the speed limit on Maple Ridge Road to 45 mph. She also commented on a possible downtown Kronenwetter in the area of Maple Ridge Road. Rick Smith, 150 Plaza Road, Kronenwetter, WI, 54455 – Smith spoke regarding the mine issue. He said it should be zoned properly and the board should support putting conditions in it so “we don’t end up with an ugly hole in the ground.” Guy Fredel, 2240 Ruby Drive, Kronenwetter, WI, 54455 – Fredel spoke regarding a walking quorum. He said the open meeting laws were violated and residents were denied the right to see how decisions have come about. 5. REPORTS FROM STAFF AND VENDORS C. He answered a question regarding the topic of a downtown on an RDA meeting agenda. D. Community Development Director Report Community Development Director Wegner presented his report and answered questions regarding the distribution center; development on a parcel purchase by Northland Lutheran High School; and kennel permit violations. E. Public Works Director Report Public Works Director Greg Ulman presented his report. He answered a question regarding Kowalski Tropical Gardens easement. F. Finance Director Report Finance Director John Jacobs presented his report. He mentioned the TID #3 closure and a lag in the credit card statements in the packet. He answered questions regarding the RFP for the reevaluation and our current assessor. G. January Check Register Finance Director Jacobs presented the check register. 6. CONSENT AGENDA - DISCUSSION AND POSSIBLE ACTION H. January 27, 2026 Special Village Board Meeting Minutes Motion by Myszka/Stowell to approve 6H. as presented with corrections with green, red and blue. Motion failed by roll call vote. 3:3. Voting yea – President Joling, Trustee Myszka, Trustee Stowell; Voting nay – Trustee Charneski, Trustee Mortensen, Trustee Sorensen. Motion by Mortensen/Sorensen to table until next week. Motion carried by roll call vote. 6:0. Board members reviewed and discussed the revisions made to the minute document. This item will be brought back to the next meeting with color correction. I. February 9, 2026 Village Board Meeting Minutes Motion by Charneski/Myszka to approve the minutes as amended. Motion carried by voice vote. 6:0. Language in minutes will be changed to “proposed” CUP “to be” issued to Milestone. 7. NEW BUSINESS - DISCUSSION AND POSSIBLE ACTION J. TDS Telecommunications Community Event Sponsorship Agreement (APC) Motion by Charneski/Mortensen to approve the sponsorship agreement with TDS. Motion carried by voice vote. 6:0. K. Village Electronic Recycling Contract (APC) Motion by Stowell/Myszka to approve COM2 for a 1-2 day contract to pick up electronics in the Village. Motion carried by voice vote. 6:0. Discussed logistics and proposal of COM2 electronic recycling program. L. RESOLUTION 2026-002 - Tax Incremental District (TID) Termination Resolution for Closure of TID #3 (RDA & APC) Motion by Sorensen/Mortensen to approve the closing of TID #3 with Resolution 2026-002 as brought to us by Mr. Jacobs. Motion carried by roll call vote. 6:0. Finance Director Jacobs presented an overview of this agenda item. He reviewed the reasons for the TID #3 closure. He answered questions from board members. M. ORDINANCE 2026-001 Chapter 14 - BOARDS, COMMISSIONS AND COMMITTEES (APC) Motion by Mortensen/Sorensen to accept Ordinance 2026-001 be added to our ordinance language. Motion carried by roll call vote. 5:1. Voting nay – Trustee Charneski. Discussed the history of the Pledge of Allegiance; flag representation; mandating the Pledge of Allegiance; time it takes to recite the Pledge of Allegiance; committee member’s desire to include Pledge of Allegiance; and personal choice to recite the Pledge of Allegiance. N. Zoning Change Request: APG NWI LLC, Rad Pandit (no address) County Road X, Kronenwetter, WI 54455 (PC) Motion by Charneski/Myszka to move that we deny the zoning change request for APG NWI LLC, Red Pandit from B3-General Commercial to MF-Multi-Family Residential. He said the request did not meet the criteria. O. RESOLUTION 2026-003- Appointing Trustee Jessica Stowell to the Plan Commission No action taken. Board discussed waiting until the additional trustee is appointed and following the Spring Election when appointments to committees are made. 8. OLD BUSINESS - DISCUSSION AND POSSIBLE ACTION P. RESOLUTION 2026-001 - Order Granting a Condition Use Permit for Milestone Materials to Allow Non-Metallic Mineral Extraction in the Village of Kronenwetter Motion Sorensen/Mortensen to table this until we get legal opinion at no cost limit. Motion carried by roll call vote. 6:0. Discussed inability to repeal action; timing of resolution; mine location; attorney opinion; 10- page document from Trustee Charneski to be reviewed by Attorney Bitar; reapplication due to changes; Kronenwetter downtown; Comprehensive Plan; cost of attorney; and sand mine vs. businesses of “downtown.” Q. Ethics Ordinance (APC & VB) Administrator Davel presented his draft of an ethics committee configuration. Board members discussed whether a committee was needed; past Village ethics committee; hearing officer option; and Village policies. Davel was tasked with finding an ethics ordinance in a municipality of a similar size to Kronenwetter. 9. CONSIDERATION OF ITEMS FOR FUTURE AGENDA Special Village Board meeting on Thursday, February 26, 2026 at 4:30 p.m. 10. ADJOURNMENT Motion by Charneski/Mortensen to adjourn.
