CALL TO ORDER Commissioner Bougie called the meeting to order at 5:31 p.m. 1.1 PLEDGE OF ALLEGIANCE 2. ADDITIONS AND/OR DELETIONS TO THE AGENDA There were no additions or deletions to the Agenda. 3. PUBLIC COMMENTS – (TOTAL TIME – 15 MINUTES) NOTE: In accordance with state law, an item not scheduled on the agenda may be brought forward by the general public for comment; however, the La Mesa Community Parking Commission will not be able to discuss or take any action on the item at this meeting. If appropriate, the item will be referred to Staff or placed on a future agenda. There were no public comments given. 4. CONFLICT DISCLOSURES 5. CURRENT BUSINESS 1 5.1 APPROVAL OF THE MINUTES FOR THE LA MESA COMMUNITY PARKING COMMISSION REGULAR MEETING HELD TUESDAY, NOVEMBER 18, 2025 The Minutes from the La Mesa Community Parking Commission Regular Meeting held Tuesday, November 18, 2025, were approved by a 4-0 vote. 5.2 2026 COMMUNITY PARKING COMMISSION WORK PLAN The Commission discussed the 2026 Work Plan and made additions and deletions to items as necessary. Assistant City Manager Amanda Lee and Assistant to the City Manager Lyn Dedmon led the discussion and answered questions as needed. 5.3 DISCUSSION ITEM: PARKING DISTRICT ONE EXPANSION AND DRAFT MAP REVIEW (IF AVAILABLE) This item was continued and will be placed on the February 17th meeting agenda. 6. STAFF AND COMMISSIONER ANNOUNCEMENTS Assistant to the City Manager Lyn Dedmon informed the Commission about recent coin-only parking meter tampering in the west end of Parking District One. 7. ADJOURNMENT Commissioner Bougie adjourned the meeting at 6:45 p.m. 2

CURRENT BUSINESS 5.1 APPROVAL OF THE MINUTES FOR THE LA MESA COMMUNITY PARKING COMMISSION SPECIAL MEETING HELD WEDNESDAY, SEPTEMBER 17, 2025 The Minutes from the La Mesa Community Parking Commission Special Meeting held Wednesday, September 17, 2025, were approved by a 4-0 vote. 5.2 PARKING METER RATES, PARKING PERMIT PRICING AND PARKING PERMIT PROGRAM GUIDELINES ITEM DEBRIEF Assistant to the City Manager Lyn Dedmon gave a brief recap of the Council item, including the Council's direction to add an item to the Parking Commission 2026 Work Plan to review parking meter rates every three years. The Commission discussed different methods of calculating and tracking parking meter rates to address the new work plan item moving forward. Assistant to the City Manager Lyn Dedmon concluded the item with a brief update on the coin-only meter replacement project. 5.3 DISCUSSION ITEM - PARKING SUPPLY AND MANAGEMENT IN PARKING DISTRICT ONE The Commission discussed strategies and methods to analyze parking supply and demand and parking time restrictions on-street and in municipal parking lots in Parking District One. The Commission also discussed the possible expansion of Parking District One and identified some key issues that the Commission should consider moving forward. The Commission requested a large, plan size map of Parking District One and surrounding streets be made by the City to aid in the analysis. 6. STAFF AND COMMISSIONER ANNOUNCEMENTS There were no Staff or Commissioner comments given. 7.
