An overview was provided by Brianda De La Torre, Assistant Engineer. Then questions from the Commission ensued, this item has been deferred again until the November 5th meeting, pending the attendance of the applicant. Moved by Chair Calandra Seconded by Commissioner Justice The Commission decided to defer Item 5.2 to a future meeting where the applicant should be present to clarify questions. 6. STAFF AND COMMISSIONER ANNOUNCEMENTS 2 Page 5 of 25  Chair Calandra announced SANDAG and CR Associates (Spring Street Trolley Revitalization Project) will have a booth at Octoberfest for community engagement. 7. Recommendation: The Mobility Commission should recommend to the City Council approval of a resolution amending Section 12.44.130 of the La Mesa Municipal Code installing a disabled persons parking space at 4162 Charles Street. BACKGROUND: Requests for an on-street disabled persons parking space require possession of a valid disabled person placard, available on-street space, and no or limited available access from the private property. The homeowner has provided a valid disabled placard issued by the State of California, has available on-street parking, and has limited accessible access to their property. DISCUSSION: The request for an on-street disabled persons parking space at 4162 Charles Street Page 7 of 25 Report to Mobility Commission Date: November 5, 2025 Page: 2 of 2 is from a homeowner, Michael Milligan, who does not have access to a driveway and uses the stairs fronting his home to access his property. Due to his disability, he finds it difficult to walk distances, traverse stairs, and needs close, manageable access to his residence. At the October 1st meeting, Commissioners requested additional information including asking the requestor to attend the next Commission meeting scheduled for November 5th, CONCLUSION: Staff recommends the Mobility Commission recommend to the City Council approval of a resolution amending Section 12.44.130 of the La Mesa Municipal Code installing a disabled persons parking space at 4162 Charles Street. Recommendation: The Mobility Commission recommend the City Council to amend Chapter 12.64 of the Municipal Code to designate specified street segments in the City of La Mesa as safety corridors. BACKGROUND: The California State Legislature sets in place the regulations for California speed limits and the California Vehicle Code (CVC) places these regulations into language used primarily for enforcement purposes. Various jurisdictions have responsibility for roadways throughout California, including the responsibility to set speed limits on these roadways according to the standards and procedures established by Caltrans. The guidelines from the 2014 California Manual for setting speed limits published by Caltrans are used in this study. These guidelines help in establishing speed limits that are uniform throughout the state and avoid influence from political pressure or emotional perceptions. CVC Section 40802 requires that an Engineering and Traffic Survey (E&TS) for speed limits should be conducted at least once every 5, 7 or 10 years based on established criteria. Under current state statute provisions, state and local agencies re-evaluate non-statutory speed Page 11 of 25 Report to Mobility Commission Date: November 5, 2025 Page: 2 of 4 limits on their street segments that have undergone a significant change in roadway characteristics or surrounding land uses since the speed limits were last reviewed. Speed limits are established primarily for protecting the public from the behavior of reckless, unreliable, or dangerous drivers. Speed limits are generally established at or near the 85th percentile speed. The 85th percentile speed, also referred to as “the critical speed,” is defined as the speed at or below which 85 percent of traffic is moving in free flow conditions. Speed limits established on this basis conform to the consensus of those who drive on the roadways as to what speed is reasonable and safe under normal driving conditions. The California Legislature passed AB43 in September 2021, which grants Caltrans and local authorities greater flexibility in setting speed limits based on recommendations the Zero Traffic Fatality Task Force (Task Force) made in January 2020. The provisions of the bill allows Caltrans and local authorities to further reduce the speed limit by an additional five miles per hour for either of the following reasons: 1. The portion of a roadway has been designated as a safety corridor. A local authority shall not deem more than one-fifth of their streets as safety corridors, or 2. The portion of a roadway is adjacent to any land or facility that generates high concentrations of bicyclists or pedestrians, especially those from vulnerable groups such as children, seniors, persons with disabilities, and the unhoused. DISCUSSION: The following street segments were selected as safety corridors based on their proximity to public schools where additional reduction in the speed limit could better protect vulnerable road/pedestrian/bicyclist users such as children. 1. Violet Street from Pearson Street to Waite Drive (Vista La Mesa Academy) 2. Lowell Street from University Avenue to Normal Avenue (Helix HS Charter) 3. Orien Avenue from Normal to Helix’s south-west corner student parking lot driveway exit (Helix HS Charter) 4. Junior High Drive from Cinnabar Drive to Lowell Street/Orien Avenue (LM Arts Academy) 5. Parks Avenue from Sturgess Avenue to Normal Avenue (Dale Elem) 6. Olive Avenue from Sturgess Avenue to Normal Avenue (Dale Elem) 7. Tower Street from 70th Street to Terry Lane (Rolando Elem) 8.
