LA VERNE YOUTH & FAMILY ACTION COMMIfiEE Minutes of the Regular Meeting October 26,2021 1. A regular meeting of the Youth & Family Action Committee was called to order by Chair Robin Carder at 6:30 p.m. 2. Executive Board Members present (virtually): Executive Board Robin Carder, Chair - Council Member Rick Crosby, Vice Chair - Council Member Greg Palatto - BUSD Denise Fisher - Resident Don Kendrick, Resident Ron Serven, Resident Mark Rodgers, BUSD Sam Gonzalez, LVPD Hollie Savage, LVPD Chris Dransfeldt, LVPD Janessa Gonzalez, LVPD Bree Baumgartner, Bonita H.S. Review of Minutes Minutes for the September 28,2021 , meeting were approved. 4. School Resource Officer School Resource Officer Janessa Gonzalez provided a report to the group noting that things were back in full swing and keeping her busy. Janessa introduced the new student representative Jubilee Nyd who is a senior at Bonita High School. Jubilee is interested in pursulng a career in law enforcement and Janessa will mentor him this school year. The group also discussed the potential impacts of the tobacco ordinance and that the effective date is January 1 . 5. Bike Give Away Event JR Ranells with the City reviewed progress on putting together the bike give away event and has engaged the Community Services Department for help. The event is tentatively scheduled for Saturday, December 4th and will take place prior to the Holiday Stroll event Youth & Family Action Committee Minutes October 26, 202'1, page 2 in old town. Alfie Sanchez with Majestic Cycling and the Kiwanis also provided information on the remaining efforts to build the bikes and coordinate storing them. 6. Budget Update JR provided information on the budget. Due to COVID, YFAC has not had any expenditures since November 2020 and still has a remaining balance of $17,520.83. The group reviewed the last report and received information on the continuation of treasurer duties from David & MargareULeRoy Haynes. Since an annual budget was not adopted, any expenditures will be brought before the Executive Board for approval. The group also discussed the need to begin thinking about possible fundraising activities as once regular program support resumes, the remaining funds will quickly be exhausted. 7. Tri-City School Counseling Michelle Robinson with Tri-City Mental Health provided an introduction of herself and her history with Tri-City. Michelle also detailed the school counseling program in partnership with BUSD and noted that not as many school sites would be participating due largely to lack of adequate meeting space as a result of COVID adjustments. While the Tri-City program may be reduced compared to previous years, BUSD has implemented more on site and expanded mental health services for students. JR shared that YFAC has traditionally funded up to $6,000 annually for the Tri-City program and BUSD has requested the same level of support for this school year. However, since the program will be at less locations there may be less cost depending on if hours of service increase or remain as in previous years. The Executive Board formally voted to approve an amount not to exceed $6,000 in support of the program. 8. Executive Board Vacancies Chair Robin Carder informed the group that long and dedicated serving Executive Board Member Carolyn Cockrell submitted her resignation creating a vacancy for a resident position. An application period has opened for those interested in serving the community on YFAC and the City Council will ultimately appoint someone to fill the vacancy. Chair Carder shared that Don Kendrick has previously served on the Executive Board when he was on the City Council and is a long time participant of YFAC going back to its early Youth & Family Action Committee Minutes October 26, 2021, page 3 inception making him a strong candidate. Vice Chair Crosby noted that it would be prudent to review all applications prior to making a recommendation to the City Council. Don agreed that reviewing all applications would be wise of the Executive Board and shared that he was interested in serving. Don noted his longstanding involvement with YFAC and shared many highlights of programs he helped to grow for the benefit of the community. The group noted that if others in attendance were considering submitting an application they were welcome to share their thoughts on serving. After no additional discussion, the Executive Board encouraged people to apply with the City Clerk's office. Staff was directed to bring back all submitted applications to a November meeting for the Committee to review and make a recommendation for appointment to the City Council. 9. Public Comment Administrative Lieutenant Sam Gonzalez informed the group of his pending promotion to Police Captain and introduced Lieutenant Chris Dransfeldt who will be representing the department at future YFAC meetings. Alfie Sanchez noted that there are some future opportunities to sponsor/fundraise for YFAC through cycling and similar special events. Based on the upcoming holidays, the group suggested that a special November meeting be held on Tuesday, November 16, 2021 , and that the regular November and December meetings be canceled. 10.
