City of La Vernia CITY COUNCIL MEETING 102 E. Chihuahua St., La Vernia, Texas 78121 March 13, 2025 6:30 PM MINUTES 1. Call to Order The meeting was called to order @ 6:30 PM Mayor Poore, and Council members Recker, Gilbert, Evans, Rabel, Oates were present. 2. Invocation & Pledge of Allegiance Prayer was lead by Pastor Bobby Nixon, and Mayor Poore lead the pledges. 3. Citizens to Be Heard (At this time, citizens who have filled out a registration form prior to the start of the meeting may speak on any topic they wish to bring to the attention of the governing body so long as that topic is not on the agenda for this meeting. Citizens may speak on specific agenda items when that item is called for discussion. During the Citizens to Be Heard section no council action may take place and no council discussion or response is required to the speaker. A time limit of three minutes per speaker is permitted; the council may extend this time at their discretion.) Harold and Lucy Schott spoke and gave a generous donation of $1,000 to the police explorers program. Guy Morgan spoke on Kyle street saying it badly needs repair work, he would like Kyle Street to be high on the list of streets to be fixed. 4. Consent Agenda (All consent agenda items are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember requests an item be removed and considered separately.) A. Meeting Minutes from the 02-06-25 City Council Meeting B. Financials for the month of February Motion made by Recker, seconded by Rabel to approve as listed, all in favor. 5. Proclamations A. Womens History Month Mayor Pro-Tem Dianell Recker read the Proclamation out load for Women's History Month. 6. Presentations A. Presentation regarding S&P Global Ratings  City Administrator Lindsey Wheeler spoke on our S&P Global Ratings. We received a AA rating, she is glad we got to keep our AA rating, it is in line of where we are. Oates asked Public Works Director Josh where we are with getting the meters in the ground, Josh states they have about 220 in out of 800. This will help the utility fund. 7. Discussion/Action A. Discuss and consider action on repair work and repainting City Hall City Administrator Lindsey Wheeler spoke on the four bids we received. Motion made by Recker, seconded by Oates to accept Mike Hoffman Masonry bid, as well as to keep the same colors City Hall is now, all in favor. B. Discuss and consider action on the FELPS Summer Youth program City Administrator Lindsey Wheeler spoke on the FELPS Summer Youth program, this would be a Summer Movie Series will feature family-friendly movies, with a different activity themed around the movie presented each week. Motion made by Recker, seconded by Oates to approve partnering with the MDD for the FELPS Summer Youth program, all in favor. C. Discuss and consider action on surplusing miscellaneous city-owned property Chief Keil spoke on PD items up for surplus a 60" refrigerated bakery display case, 36" refrigerated bakery display case, as well as a R-102 restaurant fire suppression system. The money will go back to the PD building. Public Works Director Josh spoke on Public Works item up for surplus, an old 310E Deere backhoe that is no longer in use. Motion made by Oates, seconded by Recker to surplus items listed, all in favor. D. Discuss and consider action on the street selection for this year's street maintenance project Council spoke and agrees with listing of this years street maintenance projects. 1. Newton 2. Nicolson 3. Kyle 4. King 5. Silverado 6. Jessica 7. Kimball Motion made by Recker, seconded by Rabel to approve streets as listed, all in favor. 8. Discussion Only A. TxDot Richard De La Cruz presenting at the meeting regarding the Loop 321 project Richard De La Cruz from TxDot presented on the the Loop 321 project. This project started in June of 2016, they purchased the right away in 2021, 30% detailed design due June 2025, 60% due September 2025, 100% due December 2025. On the 87 project Oates states he has 18 wheeler concerns for accidents, De La Cruz states he will talk to TxDot about the concerns. B. Update on water/ waste water utility projects City Administrator Lindsey Wheeler spoke on water/ waste water utility projects. On water- Well 8 is in progress, the time frame we are looking at is end of year. The City signed an agreement with FELPS, and are scheduled to complete the pump installation by the end of the month on the Woodcreek pump station. Our engineers  recommend we take down the old elevated water tower. The City will also be giving a meter update monthly of where we stand with replacing them. Waste water projects- The City is working on getting a new waste water treatment plan. The City is interested in acquiring a sewer CCN to take on the boundaries of our ETJ. Street maintenance- We discussed earlier in the meeting establishing the order of streets that our on this years street maintenance project. The city has also determined that the funds for street signs cannot legally come from the street maintenance tax fund, as of that we will be partnering with the MDD to support. Drainage projects- Work is underway to address drainage issues backing up towards Highway 87 by constructing a drainage channel. The City is in the procurement phase for the slanted concrete walking/drainage path that will run through the city park. This will improve drainage and create a recreational space for the public. The City is working to acquire drainage easements from property owners along San Antonio Rd, to complete the drainage trail that will connect to existing culverts near Highway 87. 9. Ordinances A. Discuss and Consider action on Ordinance No. 031325-01 canceling the general election Motion made by Oates, seconded by Gilbert to approve Ordinance No. 031325-01 canceling the general election, all in favor. B. Discuss and Consider action on Ordinance No. 031325-02 canceling the special election Motion made by Oates, seconded by Gilbert to approve Ordinance No. 031325-02 canceling the special election, all in favor. C. Discuss and Consider action on Ordinance No. 031325-03 making The Wilson County News the newspaper of record for the city Nannette from the Wilson County News spoke, the La Vernia news is being put into the Wilson County News. Motion made by Gilbert, seconded by Rabel to approve Ordinance No. 031325-03 making The Wilson County News the newspaper of record for the city, all in favor. D. Discuss and consider action on Ordinance No. 031325-04 amending the FY 2025 Budget for Midyear review Motion made by Oates, seconded by Gilbert to approve Ordinance No. 031325-04 amending the FY 2025 Budget for Midyear review, all in favor. 10. Resolutions A. Discuss and consider action on Resolution No. R031325-01 appointing Lindsey Wheeler to the CRWA Board of Managers Motion made by Recker, seconded by Gilbert to approve Resolution No. R031325-01 appointing Lindsey Wheeler to the CRWA Board of Managers, all in favor. B. Discuss and consider action on Resolution No. R031325-02 appointing Gary Gilbert to the CRWA Board of Trustees Motion made by Recker, seconded by Evans to approve Resolution No. R031325-02 appointing Gary Gilbert to the CRWA Board of Trustees, all in favor. 11. Items Specific to Future Line Items on the Agenda  Monthly meter report, Impact fee study, update on property by Witte's BBQ, June mid year. 12. Adjourn Motion made by Oates to adjourn @ 8:16PM, seconded by Rabel, all in favor. DECORUM REQUIRED Any disruptive behavior, including shouting or derogatory statements or comments may be ruled out of order by the Presiding Officer. Continuation of this type of behavior could result in a request by the Presiding Officer that the individual leave the meeting, and if refused, an order of removal.
