MINUTES
1. Call to Order
The meeting was called to order @ 6:30 PM
Mayor Poore, and Council members Recker, Gilbert, Oates, Rabel, were present, Council
member Evans was absent.
2. Invocation & Pledge of Allegiance
Prayer was lead by Mayor Poore, and Oates lead the pledges.
3. Citizens to Be Heard
(At this time, citizens who have filled out a registration form prior to the start of the meeting
may speak on any topic they wish to bring to the attention of the governing body so long as
that topic is not on the agenda for this meeting. Citizens may speak on specific agenda
items when that item is called for discussion. During the Citizens to Be Heard section, no
council action may take place, and no council discussion or response is required to the
speaker. A time limit of three minutes per speaker is permitted; the council may extend this
time at their discretion.)
There were no Citizens to be heard.
4. Discussion Only
A. Discuss the LVLL Contract
Shayne Pederson as well as Rex Cody were present from the LV Little League.
Shayne spoke on everything little league does to up keep/ up grade the fields. Both
Council and Little league agree the contract should be more clear.
Both Council and Little League agree on the contract. Little League will have the
fields January 15th through October 31st excluding Saturdays after 12 the City will
rent the fields- during this time the fields will be maintained by Little League.
The City will have the fields November 1st through January 15th and will be renting
out the fields- during this time the fields will be maintained by the City.
We will have annual meetings in November to discuss the auto renewing contract 30
days before the main season.
B. Discuss Baseball field lighting
Rex Cody from the LV Little League spoke on replacing the park lighting with LED
lighting. City Administrator Lindsey Wheeler spoke with Rex on the meeting they had
with FES Lighting. They are requesting earnest money, Council would like us to
contact other Cities they have worked with as well as see a sample contract. Rex and
the City will also look into other light companies in the mean time before we make a
decision.
Mayor Poore says we need to look into replacing 2 parking lot light poles as well.
C. Discuss the Parks and Recreation Commission Ordinance
Mayor Poore spoke on the fact that we currently have a Parks Ordinance that holds
the Parks and Recreation Commission inside of it.
Council members all agree to repealing the Parks and Recreation Commission
Ordinance that was adopted in November. And make the amendments to the Parks
Ordinance.
The Amendments to the Parks and Recreation Commission will be clear on the
Commissioners and the Community organizations they represent. These
Commissioners will be picked by their organization, there will be one from the LV
Historical Association, one from the LV Little League, one from the Greater La Vernia
Chamber of Commerce, as well as four at large positions open to La Vernia
residents with one of the positions that can be from the ETJ.
5. Items Specific to Future Line Items on the Agenda
In Aprils City Council meeting we will have the new Ordinance for parks drafted, along with
the Ordinance to repeal the parks and recreation Ordinance, as the Parks and Recreation
Commission is inside of the Parks Ordinance.
We will draft a new Agreement with the La Vernia Little League and adopt it in November.
6. Adjourn
Motion made by Oates to adjourn @ 8:29PM, seconded by Gilbert, all in favor.
DECORUM REQUIRED
Any disruptive behavior, including shouting or derogatory statements or comments may be ruled
out of order by the Presiding Officer. Continuation of this type of behavior could result in a request
by the Presiding Officer that the individual leave the meeting, and if refused, an order of removal.
The City Council for the City of La Vernia reserves the right to adjourn into executive session at
any time during the course of this meeting to discuss any of the matters listed above, as authorized
by the Texas Open Meetings Act, Texas Governmental Code §551.071 (Consultation with
Attorney), §551.072 (Deliberations about Real Property), §551.073 (Deliberations about Gifts and
Donations), §551.074 (Personnel Matters), §551.076 (Deliberations about Security Devices), and
§551.087 (Economic Development), and any other provisions under Texas law that permit a
governmental body to discuss a matter in closed executive session.
The City of La Vernia Council meetings are available to all persons regardless of disability. The
facility is wheelchair accessible and parking spaces are available. Request for accommodations,
should you require special assistance, must be made 48 hours prior to this meeting. Braille is not
