1. CALL TO ORDER
The meeting was called to order by Vice Chair Mike Foote at 6:30PM

5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS

C. St. Clair made a motion to accept the minutes of September 17, 2019 as presented.

6. PRESENTATIONS OF DEPTS

6.I. Water Dept Requests (PDF)
Water Department Superintendent Seth Nuttelman outlined the Water Department’s budget proposal.
He explained the Water Department’s budget process and how they determine what budget they have
to spend on projects. He noted that he is working with DPW to coordinate street projects. Projects
and proposals included water main replacements; upgraded meter reading system; a cleanup bucket
for excavator; a replacement pickup truck; and a security system.
6.II. Police Dept Requests (PDF)
Captain Al Graton presented the budget proposal for the Police Department. He noted that the
numbers for the replacement of the police vehicles include frontline equipment (radio, transport cage,
etc.). Other proposals included dispatch software; crime cameras; electronic message boards; and
digital dictation software.
Member B. Cheney noted that he is familiar with the dispatch software and that the program is very
good. Chief Matt Canfield briefly explained the process for training new dispatchers and the amount of
time that goes into it. He informed the committee that the dispatch software has protocols built into it
that would allow new dispatchers to be trained more quickly and it would also be linked to the
computers in the cars to push information out more quickly.
6.III. Parks And Rec Requests (PDF)
Amy Lovisek, Parks and Recreation Director outline the Non-Departmental requests including fencing
around the Police Department Facility; A/C unit replacement in dispatch and radio rooms; and
installation of mini-splits in evidence room and sally port.
Amy Lovisek then outlined the Departmental requests. She outlined the large number of buildings;

parks and facilities that the Rec Department is responsible for maintaining. She, along with Assistant
Director Matthew Mansur, presented a PowerPoint presentation outlining the proposed projects
including netting along 1st and 3rd baselines at Robbie Mills field; new elements for Laconia Skate
Park; bathhouse renovations and sewage system at Bond Beach; irrigation system at Central Fire
Station; Riverwalk sidewalk repair/replacement; and a 4x2 pickup to replace a 14 year old truck.
