CITY OF LACONIA - CITY COUNCIL BUDGET HEARING MINUTES Monday, June 19, 2017 - 6:00 PM City Hall - Conference Room 200A CALL TO ORDER Mayor Engler called the meeting to order at the above date and time. SALUTE TO THE FLAG Brenda Baer led the Salute to the Flag. RECORDING SECRETARY City Clerk Mary Reynolds ATTENDANCE The following Councilors were in attendance: Ava Doyle, Henry Lipman, Brenda Baer, Robert Hamel and Armand Bolduc. David Bownes joined the meeting at 6:05 p.m. STAFF IN ATTENDANCE City Manager Scott Myers, Finance Director Donna Woodaman DEPARTMENT PRESENTATIONS (1) Assessing - Deb Derrick, Assessor Assessor Deb Derrick reviewed the sale statistics and trends for the City, the department budget and discontinuing the use of outside contractors because they are not needed for the upcoming year. It was also explained that the City does a 20% section of the City each year which has an outcome of 100% of the City having a full revaluation every five (5) years, which has become a best practice for many communities because it is more efficient to complete and eliminates the spiking in values. Discussion followed regarding the regional sales trend information, the 20% revaluation model being used each year and how it is determined, the elimination of outside contractors moving forward and the geographical trends within the City. (2) Fire Department - Chief Ken Erickson Chief Erickson reviewed prepared presentation including statistical information for the department, achievements over the last fiscal year as well as goals for the upcoming year. (3) Public Works - Director Wesley Anderson Director Anderson reviewed his proposed budget with a prepared presentation. Topics discussed included retroreflectivity to comply with federal standards, solid  waste collection/recycling, updates to the Pavement Management Program, capital projects, the Court Street and Union Avenue paving projects, and the Internal Service Fund/Equipment Maintenance. (4) Administration & Records - City Manager Myers City Manager Myers reviewed the budgets for the City Manager's Department, Capital, the various reserve accounts and the Records Department.
