CITY OF LACONIA - CITY COUNCIL SUBCOMMITTEE MEETING
PUBLIC SAFETY

7/8/2024 - Minutes
1. CALL TO ORDER
Chairman Cheney called the meeting to order at 5:33 PM
2. SALUTE TO THE FLAG
Councilor Felch led the salute to the flag.
3. RECORDING SECRETARY
Katie Gargano, City Clerk
4. ROLL CALL
Clerk Gargano called the roll of the following committee members Councilor Cheney, Councilor Soucy and
Councilor Felch.
Chairman Cheney confirmed all members of the committee were present and a quorum was established.
5. STAFF IN ATTENDANCE

6. PUBLIC SAFETY COMMITTEE (Cheney - Chair, Soucy and Felch)
6.A. Discussion of Elm Street School traffic issues
Superintendent Tucker and Consultant Bob Champlin were present to the meeting.
Manager Beattie explained in the past there was a plan that was put out to the public but was not
well received, so we are returning back to the subject to see if we can come up with a new solution.
Chairman Cheney acknowledged that the Superintendent had come up with a plan, he and
Consultant Bob Champlin had worked on it in the past but it wasn’t well received by the neighbors.
Superintendent Tucker stated that there is some paving being done in the front of the Elm Street
School that will be adding about 6 parking spaces.
There is about 38 acres that the school has for land. There was a discussion amongst attendees
about a potential driveway being created.
The cars could stage from Bond Beach Road, and then the pick-up students would be brought to the
side of the building and they would exit out to Elm Street. The buses would remain in the front of the
building.
An RFP will need to go out for the engineering design and then the construction to build. Councilor

Cheney and Soucy would like to see the costs of this project.
Director Anderson is going to work on an RFP.
7. APPROVAL OF MINUTES
Minutes of the November 21, 2022, meeting were distributed to the committee members and with no
corrections submitted to the clerk, the minutes were accepted as distributed.

Chairman Cheney adjourned the meeting at 5:55 PM.
