CITY OF LACONIA - CITY COUNCIL SUBCOMMITTEE MEETING

1. CALL TO ORDER
Chairman Felch called the meeting to order at 6:00 PM

3. ROLL CALL
Clerk Gargano called the roll of the following committee members: Councilor Haynes, Councilor Bogert and
Councilor Felch.
Chairman Felch confirmed that all committee members were in attendance and a quorum was established.

5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS
Councilor Bogert made a motion to approve the meeting minutes from 11/25/24 as presented seconded by
councilor Haynes.
The motion was approved with all in favor. 3-0
6. LAND & BUILDINGS (Haynes, Bogert, Felch)
6.A. Request for approval to issue a proposal for the engineering review, design and
construction of a bandstand on the Weirs Boardwalk
Discussion: The Weirs TIF Advisory Board is requesting City Council approval to issue a Request for
Proposal (RFP) to solicit proposals from qualified vendors to perform the following regarding the
construction of a bandstand on the Weirs Boardwalk:
1. Engineering review of the boardwalk to determine feasibility of the project;
2. Design of a bandstand and supporting structures; and
3. Construction of a bandstand and supporting structures.
If City Council approves this request, the Weirs TIF Advisory Board will work with the Department of

If City Council approves this request, the Weirs TIF Advisory Board will work with the Department of
Public Works, Finance Department, and the Parks and Recreation Department to issue the RFP and
review any and all qualified proposals received. This is not a request for any appropriations at this
time.
This request was included on the City Council’s November 24, 2025 agenda. Following discussion at
that meeting, a motion was approved to table this item and to refer it to the Land and Buildings
Subcommittee for further review of the Request for Proposal and to add other areas of the Weirs,
other than the Boardwalk, where the bandstand might be located before sending out the RFP.
The Weirs TIF Advisory Board recommends the City Council approve the issuance of an RFP for this
project.
Planning Director Rob Mora passed out a document from the Weirs Action Committee showing an
example of the gazebo they would like to place on the boardwalk in the weirs. They are requesting
the funds be used by Weirs TIF.
Councilor Bogert asked if there is an actual location on where on the boardwalk to where it would be.
Director Mora confirmed They are looking to put a 14x25 feet covered pavilion. The WAC would like
to see it placed in between the ramp to the mount to the train station. This is the main area where
the City places vendors on the boardwalk for motorcycle week.
Councilor Haynes would like to see a map where they are specifically looking to put it. He questions
if this truly a betterment of the weirs?
Councilor Bogert also agrees, he wants to see what it would look like on the boardwalk and how it
would impede the view. He would like to see an aerial view of how tall the proposed structure would
be. We have a million-dollar view and we need to protect it.
The committee also discussed the condition of the existing boardwalk, if they were to place a
structure on it, they need to make sure everything below is sound wouldn’t need work relatively soon.
Manager Beattie said the evaluation would include a structural evaluation.
The committee agreed to allow the City Manager to send out the RFP but they want to see a
detailed schematic. When the RFP comes back, they would like it brought back to the
subcommittee for review.
