LACONIA CITY COUNCIL SPECIAL MEETING MINUTES March 18, 2026 2:00 PM City Hall - Armand A. Bolduc City Council Chamber GOALS SETTING SESSION Council participants: Mayor Bordes, Councilor Hildreth, Councilor Soucy, Councilor Haynes, Councilor Bogert, and Councilor Conant. Absent: Councilor Hoffman Department Head participants: Kirk Beattie, City Manager, Glenn Smith, Finance Director, Matt Canfield, Police Chief, Tim Joubert, Fire Chief, Nate Guerette Interim Public Works Director, Katie Gargano, City Clerk/Tax Collector, Rob Mora, Planning Director, Amy Lovisek Parks and Recreation Director, Deann Hunter, Library Director, John Moriarty, Chair Library Board of Trustees, Ben Crawford, Water Superintendent, Joe Gray, Director of Code Enforcement, Tara Baker, Assistant Assessor, Diane Clary, Business Administrator SAU, Wes Anderson; Project Manager. Manager Beattie and Assistant Planning Director Tyler Carmichael facilitated the work session beginning with laying out the ground rules and the goals of the session. Topics discussed : Mayor Bordes- Homelessness, Affordable Housing, Generating new jobs, Economic development. Councilor Hildreth- homelessness, housing, controlled growth at the former state school, development downtown. Councilor Soucy- Economic Development, state should be pushing as well, city infrastructure, downtown not being ADA compliant, grant research & writing/ applications, expand VOC Tech School. Councilor Haynes- downtown event planning, advertising/marketing, water quality for the lakes, promoting conservation, demolition permits- code enforcement. Councilor Bogert- Economics, jobs that pay a meaningful wage. Councilor Conant- creating social districts and advertising about it to try to bring new people here. Pride in the city, neighborhood cleanups. The vision of the city of Laconia was also discussed.
