MINUTES OF THE MEETING June 3, 2015 LACONIA CONSERVATION COMMISSION CITY Hall Room 200B Approved at the Thursday August 27, 2015 meeting I. Call To Order : D. Anson, Chair, called the meeting to order with a roll call vote at 6:05 PM PRESENT- Dean Anson, Chair, Deborah Williams, Lisa Morin, Hillary May, and Marnie Schulz ABSENT- Mike Foote OTHERS PRESENT- Jon Jude, Laconia Stream subcommittee member, Domenic Jude, and Wayne Kreiensieck Akwa Logic Staff. Chris Duprey, Akwa Vista representative and Tom Sokoloski, TES Environmental Consultants, LLC Review of the minutes of the April 1, May 6 & 13, 2015 meetings H. May made a motion to approve the April 1, 2015 minutes as corrected. D. Williams seconded the motion. The motion passed 5-0. L. Morin made a motion to approve the May 6, 2015 minutes as written. H. May seconded the motion. The motion passed 5-0. L. Morin made a motion to approve the May 15, 2015 minutes version 2. H. May seconded the motion. The motion passed 5-0. II. New Business: 1. Chris Duprey, AKWA VISTA, Appl # PL2015-0083SU, 0084 CUP (wetland) 596 Scenic Rd MBL 124-234-1, Condominium conversion and work in the wetland buffer C. Duprey indicated the project involved the addition of two more duplexes. The upper duplex is located very close to a seasonal stream. The city of Laconia does not currently have a buffer protection ordinance for seasonal or intermittent natural streams. The lower duplex is located closer to Scenic Road. The stream is not connected to the upper manmade wetland located at 602 Scenic Road. A wetlands functions and values assessment was completed because the stream and wetland complex located on site were unusual and therefore warranted analysis. There will be no net increase in runoff from the site after the development is complete. The earlier proposal to add a septic system at 602 Scenic has been abandoned. City sewer service will be accessed. The existing on-site drainage culverts will be increased to 12-inches to accommodate the development. A 36-inch culvert was added on-site to accommodate any excess runoff. Inch and a half stone will be installed to the invert out areas to filter sediment flows during storm events. Were any old septic systems encountered during demolition? C. Duprey said they had. D. Anson instructed them to call NHDES subsurface division to make sure they follow proper BMP’s for removal. Taking action now will prevent any health related  issues in the future. D. Williams reminded C. Duprey a planting area was required for the 602 site because of wetland impacts. C. Duprey said the planting area would be installed along with rain barrels. Instructions on their maintenance will be included in the Condominium bylaws. All work will be completed in the dry season. H. May reminded all that we need to plan ahead for drainage issues before build out. L. Morin and D. Anson expanded on the concept. C. Duprey added the current stormwater report reflects future impacts from this development only. He again apologized for not having a comprehensive drainage plan for the property. L. Morin reminded the applicant that studies indicate maintaining as much of the mature trees are critical to keeping an erosion free and therefore stable site. The trees also absorb a lot of water reducing many potential future wet pockets on the properties. All were in agreement that a comprehensive site maintenance plan should be placed in the Condominium documents. M. Schulz asked if all duplex units would be part of an Association. C. Duprey said they would be. He indicated after Akwa has completed construction the home owners would not be able to remove any vegetation that is part of the site plan approval. L. Morin made a motion to add the additional Con Com comments to the existing TRC 1 document (The comments are listed below). The motion was seconded by M. Schulz. The motion passed 5-0. 1. Verify all septic tanks have been properly removed according to NHDES protocol. 2. It is imperative to continue to provide the most comprehensive details on the environmental impacts of all of Akwa Developments so when the property is built out all runoff numbers will show no net increase or a minimal net increase in runoff. Following this plan will decrease negative impacts to water quality. 3. Please add a note to the site plan indicating: “Consider tree preservation to the greatest degree. Conserve Biomass for the purpose of comprehensive soil stabilization and maintenance of water uptake. “ H. May left the meeting at 7:30 PM. 2. Vote to form the LACONIA AQUATIC INVASIVE MANAGEMENT SUBCOMMITTEE (LAIMS) L. Morin made a motion to form the Aquatic Invasive Management Subcommittee. The motion passed 4-0-0. 3. Friday afternoon May 29 Brush Pick up at Jewett Brook S. McPhie indicated the project was taken care of by the homeowners association III. Old Business: 1. Brook Subcommittee updates L. Morin added that she would be seeking additional assistance for the work at the Union Cemetery at Meadow Brook. The current Geomorphologist’s schedule is too busy to accommodate the goals for the project.  2. Choose a date for a weeding day at the Transfer Station S. McPhie added M. Schultz and himself will meet next week to determine weeding requirements. 3. Soak up the Rain updates The Soak up the rain educational session will be held on July 1, 2015. The location will be in one of the Park Recreation Buildings, Middle School, or Library. 4. Non-Public Session concerning land acquisition per RSA: 91: A: II (d)–a roll call vote is required to enter non-public session The Con Com went into non-public session with a unanimous roll call vote. L. Morin made a motion to seal the June 6, 2013 non-public minutes for five years. The motion was seconded by D. Williams. The motion passed 4-0. L. Morin made a motion to seal the July 17, 2013 non-public minutes for five years. The motion was seconded by D. Williams. The motion passed 4-0. L. Morin made a motion to seal the February 25, 2014 non-public minutes for five years. The motion was seconded by D. Williams. The motion passed 4-0. IV. Liaison & Sub-Committee Reports: 1. Permit Sub-Committee review and updates All permits were signed off tonight without comments. V. Other Business: 1. Subdivision/ Site Plan update Most approved construction projects are well underway in Laconia. Many were on hold until the economy picked up a bit. S. McPhie has increased his inspection activity due to the at least doubling of development in the area. All require extensive maintenance. 2. Commissioners Comments No comments were made 3.
