CONSERVATION COMMISSION MEETING
January 4th, 2017

I. Call To Order (Roll Call):
II. Dean calls the meeting to order at 6:04
a. Evan, Dean, Deb, Lisa, and Dick present.
Review of the minutes of the December 14, 2016
Lisa makes a motion to accept the motion to accept the minutes with corrections.
o Deb seconds the motion.
o All in favor: All say “Aye”
II. New Business:
1. Lake Winnisquam Watershed meeting WWN meeting on Friday,
January 13th at 5:00 PM at Winnisquam Marine. What will
Conservation Commission do for this organization?
1. Discussion commences as to what the CC will do. Dick says that we should find
out what they need before we offer help. Deb says that once they get themselves
together in the spring that they might talk about what Towns/Commissions can
do for them. Lisa says that CC should also focus on helping staff. Dean would
like the two organizations (citizens/planners) combine.
2. Name tags for CC members.
3. January 13th meeting
2. Non-Public Session with City Council concerning land acquisition per
RSA: 91: A: II (d)–(roll call vote required)
1. Roll Call in: Dean, Dick, Deb, Lisa (6:05 AM)
1. Eileen has brought in easement document to Scott Meyers and Scott will give it to
the city attorneys to look at. She also produced for him a drawing of what she
wants to keep for herself and what she wants to put into conservation.
2. This will be discussed at January 23rd, 2016 City Council meeting.
3. Give Eileen a waiver whether she wants the discussion to be public or non-
public?
4. CC will give a formal recommendation to the City Council to have the discussion
in a non-public session.

3. Soak up the Rain sites
1. Investigate a potential rain garden spot in the city that could improve the surrounding environment
(atmosphere)
2. Gutters are up in Tardiff Park and rain barrels need to be installed along with the rain garden.
3. Acquire signs for rain gardens signs that explains what it does and who supports it.
4. How much would sign cost?
5. Busy Corner -> originally supposed to be a rain garden there.
6. Check CVS site plan as to what they were going to do there as far as rain gardens go.
4. City Storm water proposed regulation
5. LRPC Brownfields contract
1. Interview 3 contractors on the 18th and 19th of January.
2. After interviews CC will make a recommendations to executive committee.
3. State School does not qualify for Brownfields?
4. Write a letter to Heritage Commission about past dry cleaner, factories, funeral homes,
and gas stations and the problems they had/whether they are contaminated.
6. Winnipesaukee Watershed Association membership
1. CC falls between 75 and 100 dollars for membership.
2. Lisa makes a motion to send in membership fees to Lake Winnipesaukee Watershed Association
to the amount of 75 dollars.

7. Winnipesaukee River cleanup schedule
1. Lisa makes a motion to have CC be the oversight committee that the Winnipesaukee
River Cleanup happens on a regular scheduled basis.

2. Check what the city has for right of way along stream banks for already existing
properties/buildings.
3. What does the city do for maintenance inspections for all their assets?
4. Dean would like the initial cleanup to happen before the city opens the dam. Revisit this.
8. Adopt a Spot pollinator species planting – move to agriculture
subcommittee
1. Friday, January 6th, at 9 AM Lisa is meeting with Amy Lovisek.
2. Facilitate outreach to people who are repeat offenders for Adopt a Spot.
III. Liaison & Sub-Committee Reports:
1. Permit Sub-Committee review and update
2. Agriculture subcommittee – update by Lisa and Dick
1. No update on State School from outside sources.
2. Lakes region network meeting is in the future to go over the last 4 years and plan for the
future.
3. Prescott Farm had to postpone permaculture course and has rescheduled it for May 5th –
May 7th.
4. April 8th, Prospect School in Alton. Meeting.
3. Milfoil subcommittee
1. Dean discussed with Suzanne Perley what the CC position on using herbicides is.
2. Dean went through the proposal that came through and summarized what the major
issues were with the proposal.
1. Summarization is on file at the Conservation Office/Planning Department
3. Suzanne has talked to Erica Blizzard at Lakeport Landing and Paugus Bay Marina.
4. Areas in summarization would take place in this year.
5. Paugus and Lakeport will fund their parts of the applications.
6. Suzanne thinks Amy Smagula will come up with a money amount in the next week.
IV. Other Business:
1. Commissioners Comments
1. The Conservation Commission needs an additional member.
1. Ask Nancy about putting in opening in links
2. List of ongoing projects:
1. Dean will email Evan about ongoing projects.
3. Have a group of reps from each board and commissions meet at
once with new Planning direction?
2. Next meeting January 18, 2017
