CITY OF LACONIA SPECIAL EVENTS/LICENSING REVIEW Wednesday, January 04, 2017 Meeting Minutes Accepted February 1 I. Call to Order Brandee Loughlin called the meeting for Special Events to order at 12:03 PM Present were; Brandee Loughlin, Charlie Roffo, Bernie Swan, Kevin Dunleavy, and Matt Canfield. II. Minutes; Minutes were accepted as submitted Continued Public Hearings: PL2016-0126SE 1599 Old North Main Street – Sled Dog Derby Brandee Loughlin stated that the applicants will still have to go through City Council and the Parks Commission for request of fee waivers and other approvals from Parks and Rec. She further read the conditions placed on the previous approval. Brandee Loughlin opened the meeting for public comments. There being none she closed the session. MOTION: Kevin Dunleavy moved to approve the application with the previous year’s conditions. Seconded by Matt Canfield. Motion carried in favor 5-0. PL2016-0127SE 95 Centenary Ave – curling tournament (on lake if frozen) – continued to Feb 1 per applicant’s request. MOTORCYCLE: Continued Public Hearings; PL2016-0118MC 208 Lakeside Ave – NHVA: 17 vendors Brandee Loughlin explained that the application is the same as years previous. She further stated previous conditions on the NOA from 2016. 1. Applicant shall ensure vendors waste is disposed of in dumpsters at all times so as not to interfere with pedestrian flow on the sidewalk or abutting properties. 2. Vendors shall not place merchandise or allow protrusions into the public ROW. 3. The tattoo vendor is expanding into the building at 194 Lakeside Avenue. 4. No food vending is allowed on site. 5. No overnight camping is allowed on site except at designated areas. 6. Vendor #16 will maintain a 10’ setback from Ames’ property line. 1 7. Code will inspect the temporary platforms one week prior to the start of Bike Week. 8. Cord type shall be no less than 15 amp, 125V, UL listed, heavy duty outdoor use. 9. In the event that the length of cord required exceeds the standard length (25’, 50’, 100’) the next longest length cord shall be utilized. Only single cords shall be allowed; no coupling of cords will be allowed. 10. Multi-plus adapters or power strips are not to be used at the end of any cord to power multiple electronic devices. 11. Emergency Contact is listed as headquarters at 366-4470 or Mike Young at 556-1635. 12. All temporary structures and all temporary signs including but not limited to banners, portable signs, and changeable copy MUST be removed by June 24, 2016. 13. All aspects of this site shall comply with Chapter 195 and Appendix A and Appendix B. 14. Property owner voluntarily agrees not to allow Dyno-tuners on site at any time during Motorcycle Week. 15. The applicant will be required to separate all cardboard from their solid waste stream and deposit the cardboard into containers supplied by the city which will be marked as “cardboard only”. Chairman Loughlin opened the meeting for public comments. There being none she closed the session. MOTION: Matt Canfield moved to approve the application as submitted with the conditions as read by Chairman Loughlin. Seconded by Charlie Roffo. Motion carried in favor 5-0. PL2016-0125MC Endicott Rock Park/Weirs Beach – WAC: parking Brandee Loughlin explained that the application is the same as years previous. She further stated previous conditions on the NOA from 2016. 1. No overnight camping or parking is allowed on the site. 2. The parking lot will close at midnight and vehicles must be removed from the lot by 2 AM. 3. Applicant is to provide trash removal for the site throughout the entire event. 4. Applicant shall have security throughout the event. Security shall include the prevention of loitering and tailgating from private property along any public way. 5. No consumption of alcohol on site per city Ordinance 6. Porto potties are to be provided for the public. 7. Aisle width of 15-feet is to be maintained at all times. 8. Emergency Contact person is listed as Judy Krahulec, 520-5082. 9. All temporary structures and all temporary signs including but not limited to banners, portable signs, and changeable copy MUST be removed by June 26, 2015. 10.
