CITY OF LACONIA/TOWN OF GILFORD JOINT CONSERVATION COMMISSION MEETING April 4th, 2017 7:00 PM, TOWN HALL SELECTMAN’S OFFICE 47 CHERRY VALEY ROAD, GILFORD NH Call to Order (Roll Call) (6:00 PM) Commission Members:  Gilford: All members and staff present except for Carole Hall.  Laconia: Deborah Williams, Michael Foote, and Staff Evan Rathburn. Presenters: Nick Sceggel and Randall Shuey, Scientists/Engineers from Northpoint Engineering and Dubois and King R. Shuey gives a brief overview of what the project taking place at 63 Blaisdell Avenue is going to entail and why they are presenting before the Commissions. R. Shuey explains things about the project such as the outline of the stream path that is being mitigated and the Northern Long Eared Bat that might have been an issue for the project. He also informs the boards that he will be dropping off a DES Wetland application to both commissions the next day, 4.5.2017, it is a Dredge and Fill application, 24,000 acres would be affected, and would like to have a joint site walk for the two commissions on the property. N. Sceggel explains what Irwin Marine has already constructed on the property in the past and what they will be doing as far as construction goes. He informs both boards that the property is an approved use by both municipalities. N. Sceggel explains that in Laconia there will be a gravel wetland constructed for storm water management. He informed the commissions that there will be native wetlands species planted in the wetland, there will be ongoing maintenance, it will contain the 50-year storm, and will treat the 2-year storm. L. Dunham from Gilford states that maintenance plan is needed for Gilford. M. Foote inquiries about how much gravel wetland will be created for treatment and N. Shuey interjects that the wetland will control the temperature of whatever water is treated in it and will also control nutrients. D. Hill inquiries about the grade of the wetland and N. Sceggel states that the grade is at 538. M. Foote asks about the blocks that are present on the preliminary plans and R. Shuey states that the blocks are for future buildings that might go on the site. R. Shuey explains that they have already met with the New Hampshire Department of Environmental Services (DES) about mitigation for the site. M. Foote voices concerns about how the outflow from the gravel wetland and mitigation will affect Black Brook which is the main body of water that the tributary on the site flows into. L. Dunham and D. Williams also have concerns about the amount of increased storm water flow into the brook. M. Shuey states that should not be an issue in the future. R. Shuey goes onto explain how they will prepare the site. They will go out and look for invasive species to mark and do a Woeman Pebble Study. Herbicide treatments will be used for the invasive species but will first be required to go through DES and Laconia Waterworks approval. L. Dunham voices concerns about how to removal gravel sediment in the gravel wetland. N. Sceggel explains that perforated pipes will be used to treat the sediment and that there will be a maintenance plan for the upkeep of the wetland/pipes. R. Shuey states that he would like to have a site walk scheduled for the end of May, 2017.
