CITY OF LACONIA CONSERVATION COMMISSION MEETING April 26, 2017 6:00 PM, CITY HALL, ROOM 200A SECOND FLOOR OF CITY HALL 45 BEACON STREET EAST Call to Order (Roll Call) (6:38 PM) Commission Members: Dean Anson, Lisa Morin, Dick Christopher, Deb Williams, Michael Foote, and Staff Evan Rathburn Guests: Patrick Wood, Jason Hill, Chris Danforth, Yervant Nahikian, Vahe Apelian P. Wood explains what has been worked on in the time between the Conservation Commission meetings. All their CUPs have been granted by the Planning Board. P. Wood also states that they have received a variance to construct houses in the 40-foot buffer in the cluster development regulations. They have requested a variance for the retaining walls and some houses to be constructed in the perimeter buffer/wetland buffer. They were granted that variance also. P. Wood states that C. Danforth has located a vernal pool on the property. They have submitted a CUP application for the vernal pool buffer. P. Wood and C. Danforth give an explanation as to what lives in the vernal pool habitat. The CUPs that they have presented to date are to fill in emergent/manmade wetlands and build in the 50- foot wetland buffer. T.F. Moran has met with the planning board and DES as to how to deal with the emergent/manmade wetlands. There will be 20 twin homes and 60 single family units (placement of homes can be found in the Laconia Planning Department). P. Wood states that there is already a gravity fed sewer main installed on the property that runs down to a pump house. The pump house will have a force main that pushes the sewer back up to Endicott Street East. Abutters are concerned about lights from cars. Abutters also had concerns about construction vehicles entering the property. The applicants have committed to having all construction equipment come in through the main entrance and none through the access road. There will be sidewalks wherever there are houses. Work will be done on the retention pond to meet State standards. Permission has been given to develop roads in the 40-foot buffer. D. Anson asks if the squiggly lines on the plan are the wetlands buffers. P. Wood turns the development over to the HOA after the 2nd phase of the project. M. Foote inquiries about what the applicant would do to prevent light from hitting adjacent houses. P. Wood says that they are still deciding how to best go about dealing with that issue. L. Morin asks if the applicant has landscaping plans that the commission could go over. J. Hill states that the steep slope stabilization is an ongoing process and that will be put as a note on the plan for the contractor. J. Hill gave an overview of why they are crossing the precautionary slope. D. Williams would like for the Commission to be involved in the landscaping process when the applicant begins development. L. Morin excuses herself from the meeting due to pain in her leg.   Review of the March 22nd, 2017 Minutes. o M. Foote makes a move to accept the minutes  D. Christopher seconds o All “Aye” D. Anson informs the Commission that there are the proposed bylaws for the Board of Directors on the WWA Facebook page. They also selected a date for the annual meeting. It is on the WWA website. D. Anson that the City and DES has agreed to use 2,4-D in a 3 ¼ acres of water by The Weirs, Paugus Bay and Blizzard Marine in September. The rest of Paugus Bay will be DASH. Drinking Source Conference on the 18th of May in Concord. D. Williams met with Andrea LaMoreaux for Lake Host. A. LaMoreaux asks if the Conservation Commission would donate to the summer program for children.
