CITY OF LACONIA CONSERVATION COMMISSION MEETING MINUTES May 3rd, 2017 6:00 PM, CITY HALL, ROOM 200A SECOND FLOOR OF CITY HALL 45 BEACON STREET EAST Call to Order (Roll Call) (6:01 PM) Commission Members: Dean Anson, Lisa Morin, Dick Christopher, Deb Williams, Michael Foote, and Staff Evan Rathburn Guests: Randall Shuey, Bruce Wright, and Nick Sceggel R. Shuey starts his presentation about 63 Blaisdell Avenue and gives a review of the site walk that took place on May 2nd, 2017. The proposal is to create a level area for boat storage and future buildings. The site will be mostly cut and fill. 52,000 feet of restoration area. 275 linear feet of stream channel and stabilizing it. They are working on upland seed mixes and how they can be modified to be of benefit of pollinators. R. Shuey explains that for wetland restoration they will salvage already existing vegetation. D. Williams has a question about how they will modify the streams to stabilize them and what it will be its path. When the stream is overflowing, it will create a flood area. The stream will be 7 feet across and 2 feet of depth. L. Morin has a question about who will monitor the area when the project is done. D. Anson says it would be helpful if they could write a letter to the state/city that says that it would be a benefit to dredge Black Brook. Recommendations:  Inquire with DES to look at the black brook pond.  Submit a finalized inspection/maintenance plan to the City of Laconia  Submit monitoring report of the wetlands  Use pollinators plants for the revegetation  Replant the stream buffer with conifers  Give the LCC permission to monitor the runoff streams in big storms. M. Foote makes a motion of support for the project, restoration goals from the Black Brook Studies prepared by Dubois and King/Ripple, monitoring of the detention basins appears adequate, monitoring of the streams/wetlands will be submitted to Laconia and Gilford, on site stabilization of the soils, and salvage of the existing vegetation, removal of invasive species, and the planting of conifers in the buffer of the stream.  L. Anson gives an overview of the CUPs that T.F. Moran and Patrick Wood Law Offices are applying for. Recommendations by the Conservation Commission for drafting:  More detailed/delineated plans for wetlands.  Very clear regulations on use of pesticides and fertilizers in yards. o Follow DES Shoreland regulations.  Install rain gardens in the development  Contribute improvements to Weirs City Park as the development will be abutting property.  Install permeable sidewalk in the development instead of the standard sidewalks.  Signage for entrances/trails into wetlands for education and habitat protection.  Draw up rules/regulations for all pet waste that will be present in wetland trails/properties.  Work towards creating a conservation easement of the vernal pool buffer.  Yards that are in the 50-foot wetland buffer shall have more concentrated vegetation at the tree line of the property that is part of the wetland.  Remove houses 82/81 and shift houses 75 through 80 to the south and create a straight road instead of a circular road. The Conservation Commission is in favor of granting the Wetland CUP pertaining to the filling in of the 4 jurisdictional wetlands located on the property. D. Anson has found a candidate for rain gardens. At the corner of Old North Main Street and Main Street there is an indentation that would be perfect for a rain garden. D. Williams will contact the Key Club about future projects to do for the Conservation Commission. D. Anson informs the commission that on June 3rd from 9 AM to 12 PM, the Master Gardeners are selling plants at WRHS for 5 dollars a plant. D. Anson informs the commission that the property of 3160 Parade Road has some of the most sensitive wetlands in terms of drinking water quality for the City of Laconia. L. Morin states that May 20th is the Girl Scouts Events. May 13th is the Volunteer Lake Assessment Program training at DES from 9:00 AM to 10:30 PM. D. Williams tells the commission that Amanda Bridges is interested in doing water sampling. She is available on Fridays.  Non-public Session (Roll Call)  All in. All out of Non-public Session. L.
