CITY OF LACONIA SPECIAL EVENTS/LICENSING REVIEW Wednesday, May 3, 2017 – 12:00 PM City Hall Conference Room 200A Minutes I. Call to Order B. Loughlin called the meeting to order at 12:00 pm II. PL2017-0030SE Downtown – Chamber of Commerce: Pumpkin Festival B. Loughlin opened the public hearing at 12:01 pm Applicant: Karmen Gifford from the Chamber of Commerce spoke. Work in progress. Changes in traffic flow compared to the last two years. The plan is to keep the roads around town open this year and add Friday night from 4-8. There was talk about maybe needing to limit vendors this year. There is an interest in small kiddie rides. There will only be one beer tent on Beacon West under the Chamber of Commerce’s license for more control. The bands are coming back through Harley Davidson and will be located at the square besides Prescott’s facing toward the downtown. The staircase would be put in Friday morning. She has met with the Police, Fire, and DPW on the plans. The idea for Friday is to put focus on the community and the pumpkins. Like a soft opening. Those that want to bring pumpkins can do so Friday night. The music and beer would be just Saturday. Friday to focus on community and pumpkins. On street parking and City parking brings more local people. There would be no charge parking in the existing parking lots. B. Loughlin will have a conversation with City Manager Myers on private parking. K. Gifford noted that it is the same company as last year. No one from the public spoke for or against the application. PL2017-0042SE 25 Beacon St East – Belknap Mill Society: Annual member appreciation & concerts in Rotary Park B. Loughlin opened the public hearing at 12:10 pm Applicant: Jennifer McLean, the Program Manager at the Belknap Mill spoke. She explained that every year they have a summer soireē. Last year they had about 50-60 people. The event is in the mill but they have a roped off area in the back patio area but not a lot of people used it. The use of the park has been approved by the Parks Commission. The soireē will be July 14 and there will be two concerts in each month. She will get those dates to Staff. Loughlin opened the public hearing at 12:17 pm Applicant: There was no one present for the application. C. Roffo noted that the applicant and the Fire Dept had met and there were no more questions. This event is similar to the circus. He would like to add to the conditions that inspections need to be done by Friday, 1 pm. C. Roffo also noted that this would be the last time the arena would be allowed to do an event like this until the building is brought up to compliance. Loughlin opened the public hearing at 12:21 pm Applicant: There was no one present for the application. K. Dunleavy wondered if Lakeside Ave would be done for the derby and suggested the applicant coordinate with DPW on alternatives. As conditions regarding location of fencing etc., anything that may be necessary. No one from the public spoke for or against the application. Loughlin opened the public hearing at 12:22 pm  Applicant: Pam Clark, president of Celebrate Laconia spoke. The event will be on August 19 and she will be before Council for a waiver of vendor and licensing fees. Hectors is doing beer tent under Hector’s insurance. B. Loughlin noted that if Hector’s is part of the event that needs to be on the plan. P. Clark said they are looking at quotes for insurance within the next couple of weeks. There will be a trackless train ride with 8 cars to hold up to 18 children and the route is still being figured out. She will discuss with the Police Dept. It is about a 5 minute ride. She is not sure what to do for a dumpster and K. Dunleavy suggested a single roll off dumpster, size large. B. Loughlin would like a more specific plan than what was submitted. P. Clark is working on vendors. She would like local craft and food. Code would possibly inspect the stage. No one from the public spoke for or against the application. P. Clark stated that if the rail car comes, it requires 24 hour detail. Sponsors are being looked for and if they can’t enough, they might not be able to get it. PL2017-0064SE 62 Doris Ray Court – NH Humane Society: BowWowfest B. Loughlin opened the public hearing at 12:33 pm Applicant: Lissa Mascio, the new director of the Humane Society spoke. The event has already received Parks Commission approval. The event is held in the Opechee Inn parking lot. There are some animal related vendors and a parade of costumes happens after the walk on the trail. There will be a vendor with prepared food and Sharky’s as a vendor as well. This year the Northwood K9 will be there and there is a small agility course for the dogs. This year’s event is happening later than normal. C. Hebert stated the event will also need an even license. Loughlin opened the public hearing at 1:18 pm Applicant: Tom Mosson one of the owners spoke. He explained the change. He has a vendor from Ohio that has a corn roaster. The unit is self-contained and all the prep will be in the back. T. Mosson also asked about camping for only the food vendor to possibly utilize one of the parking spots. The vendor has a 30 ft motorhome that would sit in one of the parking spots. He would also like the location of the roaster verified by the Fire Dept. This is the same application as previous years. Added conditions would include fire extinguisher to be on hand and visible, sale of food permitted in the alley but no food prep or cooking takes place in alley. All voted in favor 6-0. t. PL2017-0059MC 38 Endicott North – Route 106 Realty Trust: vendors Revised B. Loughlin opened the public hearing at 1:27 pm. The following two applications were heard together. Applicant: Jon Rokeh and Al Mitchell were present. J. Rokeh explained the two applications. Harley will take the majority of the 38 Endicott lot. Since A. Mitchell is running both sites, the Drive In entrance will have double vendors. The drive in will be bike parking and RVs as similar to years prior to the concert. A. Graton noted that there should be no alcohol on site. A. Mitchell has cleaned up the area and has a lease locked in with the property owner. He also a first right to purchase the property. A traffic plan for the demo rides on 38 Endicott is being worked on with the Police. The secondary access is still gated from last year and as long as accessible and ok with Thurston’s, it’s ok with the Fire Dept. The area on the plan that says “bike services” will only include pin striping or led lighting, no mechanical work. There needs to be at least a 20 ft right of way for the entrance into the Drive In, or some kind of fencing. J. Rokeh stated the parking configuration might change but will remain in the overall noted location. The demo rides are about a 21 min ride.  Suggested conditions to include dumpster detail, porta potty contracted submitted to Planning office, bike fence along the entrance, and a traffic plan in place.
