CITY OF LACONIA CONSERVATION COMMISSION MEETING MINUTES May 17rd, 2017 6:00 PM, CITY HALL, ROOM 200A SECOND FLOOR OF CITY HALL 45 BEACON STREET EAST Call to Order (Roll Call) (6:01 PM) Commission Members: Dean Anson, Lisa Morin, Dick Christopher, Deb Williams, and Staff Evan Rathburn Guests: N/A D. Christopher gives an overview of seed packets that are being advertised by the master gardeners and UNH extension for Belknap County. A PDF has been sent out and there are wildflower packets for sale. The master gardeners are going to be participating in the Gilford and Laconia Farmer’s Market. There will be 200 packets ordered with 350.00 dollars to be the fee for the packets. The Conservation Commission is going to use packets for Frank Bean Road potentially. D. Christopher will send out a memo to MGs to join in the packet sale and not go over a price tag of 340.00 dollars. L. Morin thinks that buying in bulk will be less expensive. MGs will hand the packets out for free at the farmer’s markets. Lisa makes a motion to have the Conservation Commission to buy $20 worth of packets from the Master Gardeners.  D. Williams Seconds.  All “Aye” Lisa moves to accept the minutes with corrections.  D. Williams seconds.  All “Aye” Amanda Bridges will pick up the VLAPS equipment on May 18th, 2017 at 8:30 AM. D. Anson would like for a map to be drawn up for A. Bridges to show where the water quality sampling shall be done. Discussion begins about recommendations on the Wetland CUPs that are being applied for by The Gardens at Winnipesaukee. Lisa imparts information that she needs to recuse herself and inquires of the Commission whether they think she should recuse herself. All in favor of her not recusing:  3 Commission members.  1 Abstain. Changes for the recommendations are being discussed. The Conservation Commission will consider being able to work out a system to acquire more recommendations and then vote or sign a document to approve the final recommendations. If it is needed, the Conservation Commission will meet in person before the June 6th, 2017 Laconia Planning Board meeting to perform a formal vote on the recommendations for The Gardens. D. Anson congratulates D. Williams on acquiring grant money for the Lake Host program. D. Williams will contact Fish and Game about the misplacement of porta pottys near the lake on the Water St. extension. D. Anson gives an overview of the site walk with DES, Army Corp of Engineers, EPA, Northpoint Engineering, and Dubois and King for 63 Blaisdell Avenue that he attended with E. Rathburn. D. Christopher gives a brief overview of an article about the State School pertaining to forming a committee to do more studies about the State School property. L. Morin would like to officially invite Karen Barker to the June 7th, 2017 Conservation Commission meeting. L. Morin makes a motion to adjourn at 7:50 PM. D. Christopher seconds. All “Aye.” Meeting adjourns.
