CITY OF LACONIA SPECIAL EVENTS REVIEW Wednesday, May 17, 2017 – 12:00 PM City Hall Conference Room 200A Minutes I. Call to Order B. Loughlin called the meeting to order at 11:02 am II. Roll Call In attendance: Kevin Dunleavy, Parks; Cheryl Hebert, Licensing; Charlie Roffo, Fire; Al Graton, Police and Brandee Loughlin; Planning III. Minutes SPECIAL EVENTS: i. Continued Public Hearings ii. Public Hearings MOTORCYCLE: i. Continued Public Hearings a. PL2017-0043MC 546 Main – Whiskey Barrel: outside mechanical bull B. Loughlin opened the public hearing at 11:03 am Applicant: Matt Menengas gave a brief presentation. The proposal is to have the mechanical bull outside so people know there is a business downtown. The area will be fenced and will take the few parking spots to the left of the door. Leave sidewalk open as an exit. The fence will be a bicycle fence. There will be no music outside. They are not selling liquor outside but patrons would be able to bring the liquor outside from the bar. There will be an opening where the lighthouse used to be and the entrance and exit will be manned at all times. A. Graton is sure that where the alcohol will be, needs to be contained with no exits. C. Roffo noted that three spaces are not enough for very many people. M. Menengas is not concerned with the amount of people, more of the fact that he wants people to know there is a business there and things going on. He will put up whatever fence the Liquor Commission requires. The theory is to make one side of the building an entrance and one side an exit. That way he can have an exact count of people. C. Roffo suggested the bull and license get set prior to the weekend. M. Menengas will set up the bull Friday, June 9 for inspection and open it for Sat at 1 pm. There will be security and will be packed every night. And exit secured at all times. No one from the public spoke for or against the application. The public hearing closed at 11:14 am. Conditions for a possible approval: needs Council approval, certificate of insurance by June 1; temporary assembly permit inspection by Fire to be set up by 9 am Friday, June 9; extension of liquor approval from the State of NH; If there are any big name acts, a detail officer is required; at least one officer present for Thursday, Friday and Saturday of the second weekend; (M. Menengas said the first weekend he sees an older crowd and shouldn’t have issues) Call R. Simmons at the LPD to set up the detail, has to be four hour minimum; B. Loughlin asked how the bull will be powered and was told that there is outside receptacle. Standard electrical conditions will be added; standard no overnight camping or parking conditions will be added. M. Menengas did tell the landlord and City Manager Myers signed the application. Motion to approve the application for using City parking spaces to house an outdoor bull made by A. Graton, K. Dunlevy seconded. All voted in favor, 5-0. ii. Public Hearings IV. Other Business V.
