CITY OF LACONIA CONSERVATION COMMISSION MEETING MINUTES September 20th, 2017 6:00 PM, CITY HALL, ROOM 200B SECOND FLOOR OF CITY HALL 45 BEACON STREET EAST Call to Order (Roll Call) (6:00 PM) Commission Members: Dean Anson, Richard Christopher, Deb Williams, Marnie Schulz, Michael Foote, and Staff Evan Rathburn Guests: None. Minutes R. Christopher makes a motion to accept the minutes with corrections. D. Williams seconds. All “Aye” Langley Cove Discussion commences in relation to the memo drawn up by Technician Evan regarding the Conservation Commission’s comments on the Langley Cove project. The commission goes over the current stance of the applicant for Langley Cove regarding the open space in the development. Technician Rathburn explains what transpired at the most recent TRC meeting for the project and the misunderstanding regarding the condominium documents that the applicant submitted to the Laconia Planning Department. D. Anson gives a recap of the project and the commission’s stance on the open space issue. Multiple discussions are commenced by the commission regarding the memo that is drawn up. D. Williams suggests that Technician Rathburn remove the language from the list on the memo that says that Langley Cove should put the open space into an easement. D. Anson, D. Williams and M. Schulz express concern over trapping and voice that trapping should be prohibited on the property with D. Anson and M. Schulz stating that it could be a hazard to the adjacent Prescott Conservancy property and their educational children’s classes. D. Anson states that the trapping should be especially prohibited since this area is home to bobcats’ which are a protected species. Foote cautions that the commission should not be to heavy handed in telling the applicant that they should remove language from the documents that state that off-road vehicles are not prohibited on the open space land as that could be attempting to force the applicant to do things with their own private land. The commission all agree that they’re line of thinking is parallel to what the Laconia Planning Department’s line of thinking is. The commission also agrees that the recommendations at the meeting should be added/removed to the memo before sending it to the applicant and that these recommendations are the final recommendations in relation to Langley Cove. M. Schulz makes a motion to accept the memo as amended. D. Christopher seconds All “Aye” Water Testing D. Anson will perform the water testing. D. Anson will notify Technician Evan when the testing will be done. Milfoil NHDES has performed a survey in the lakes where the milfoil concentration is the most prevalent. The survey is performed after the 2-4, d application has been done. D. Anson asks the commission if the City wants to address milfoil in Paugus Bay in 2018. NHDES is using an improved version of 2-4, d in the future. D. Anson will speak to Scott Meyers and inform him that the Conservation Commission supports the application of milfoil treatment in Paugus Bay. Technician Evan will inquire about how much money was used in the past for milfoil treatment by City Council. Other Business Technician Evan will consider the proposed airport project to see what wetlands and information can be gathered for the Conservation Commission. No other updates. M.
